The Fairfax County Park Authority (FCPA) is seeking a Contract Analyst III to be a part of one of the most highly regarded park systems in the country. With more than 25,000 acres of parkland, nine Recenters, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level.
This position serves as the subject matter expert and contract team leader. Guides staff responsible for solicitation including invitation for bids (IFB), request for proposals (RFP) and addressing issues resulting from contract and vendor disputes. Supervises staff and working with FCPA sites on their procurement needs. Responsible for management of contract databases, tracking and analysis of contracts and oversees the access to department procurement and Parks continuity of operations plans. Ensures procuring critical supplies for FCPA. Complies and produces reports to ensure FCPA staff is able to procure goods and services in support of operations. Works under the limited supervision of Financial Specialist IV.

- Supervises a team of professional staff engaged in contracts activities;
- Prioritizes and manages contract workload for the work unit;
- Provides technical assistance to contractors and program staff in implementation of client services;
- Oversees and implements contract solicitations;
- Oversees the monitoring of contracts;
- Performs quality assurance activities related to contracts management;
- Reviews staff work for accuracy and completeness;
- Negotiates final contracts.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in business administration, public policy, public administration or a field related to the assigned functional area; plus, four years of professional level experience in contract administration or a related field.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Bachelor's degree in business administration or public administration.
- Four or more years of progressive experience with procurement process.
- Knowledge of the Virginia Public Procurement Act
- Knowledge of the Fairfax County Purchasing Resolution
- Knowledge of Fairfax County procurement systems and procurement policies and procedures
- Experience understanding terms and conditions with both governments and non-governmental vendors
- Excellent organizational and communication skills, including language, spelling and grammar

Sedentary with walking and lifting less than 5 lbs. All
