Job Description:

George Consulting is seeking a CPD Financial Program Analyst to support NIPO Japan Program at the
Washington Navy Yard.

Roles and
Responsibilities:

Our Program Analysts support different
groupsand whereeach will have different focuses. As this supports an Echelon
2 Activity, Program Analysts are expected to be able to contextualize
information in terms of how they support strategic and regional national
security objectives, such as those in Combatant Commander Theater Security
Cooperation Plans or Department of State regional initiatives.Additionally,
information needs to be presented to different audiences, to include SES and
Flag Officer level, and various DoD and Department of State officials, to
obtain buy-in and concurrence.

The Program Analyst
responsibilities will include, but are not limited to:

* Support Department of the Navy (DoN) and
Department of Defense (DoD) Security Cooperation (SC), Security Assistance (SA)
and Foreign Military Sales (FMS) assessments, staff organization, and
administrative requirements.

* Able to work independently with limited
direction and be self-motivated.

* Able to work with other contractor teammates
and customers daily.

* Able to work closely with customers to ensure
deliverables meet their expectations and arrive in a timely manner.

* Attendand activelyparticipatein team
meetings.

* Understanding Program Analysts in IPO -02
Regional Branches

* Our Program Analysts in IPO-02 Regional
Branches CPD and BPC Leads. Country Program Directors (CPDs) and BPC Leads at
Navy IPO are Navy Officers and Civil Servants that act as official Points of
Contact for the US Navy to foreign governments for FMS. Our analysts provide them
administrative, analytic, and management support specific to internal and
enterprise-wide FMS case development, management, and administration.

* Provide direct support to specific country
program directors, managing the case portfolio and responding to executive
level issues and concerns.

* Primary focus of this opening is to Assist CPD
in driving implemented cases to successful case closure, by Investigate and
resolve issues relating to Case Closure, Supply Service Complete (SSC),
unresolved Supply Discrepancy Reports (SDRs), Shipping and Billing.

* Support discussions between Acquisition
Technology and Logistics Agency (ATLA) and the program offices in identifying
SSC cases that can be reduced to the highest financial value twice a year. Case Reconciliation Review (CRR) and follow
up in another meeting. This is to be
tracked throughout the year.

* Support discussion between ATLA and the SDR
office in identifying unresolved SDR issues twice a year (CRR and follow up in
another meeting - tracked throughout the year)

* Work with ATLA on Shipping and Billing issues
and ensuring the correct organization or taking proper actions. Involvement will be to foster communication
and proper action; however, the action will need to still be taken by program
office.

* Support Case Closure and SSC issues and
questions that are raised by ATLA at monthly meetings.

* Additional duties as Needed and part of the
CPD's Team:

* Assist CPDs and BPC leads in the Case
development process, from receipt of Letter of Request (LOR) to issuance of an
Letter of Offer and Acceptance (LOA), Pricing and Availability (P&A) or
Lease Agreement. This includes both entering individual requests in the system
and tracking their progress against target metrics at both individual and
aggregate levels, and coordinating with case managers at Case Administering
Offices (CAOs) on their completion.

* Develop and provide insight for CPDs and
regional divisions on case execution performance at the portfolio-level
(Country and Region) and case closure targets for completed cases.

* Support the development and maintenance of
analytic products, including country summary papers, engagement sheets,
information papers, and briefs.

* Provide statistics and metrics to support
analysis and management of security assistance activities.

* Provide advice, analysis, counsel,
coordination, and prepare technical papers and briefs regarding areas such as
meetings and conferences (i.e., Program Management Reviews (PMRs), Security
Assistance Management Reviews (SAMRs), Case Management Reviews (CMRs), and Case
Reconciliation Reviews (CRRs)).

* Provide advice and support regarding DoN level
reporting requirements and prepare assigned reports (i.e., monthly Chief of
Naval Operations (CNO) reports, internal Navy IPO products, annual FMS Forecast
Reports, and other related quantitative and qualitative reports.

* Support Navy IPO customer engagements,
presentations and client meetings, as required.

* Daily interface with the Navy IPO client to
support the completion of specific tasks of a project within estimated
timeframes and budget constraints.

* Attend and maintain minutes for FMS enterprise
activities and high-level meetings for the CPD.

* Provide inputs to strategic plans, regional
and country summaries, command briefs, process desk guides and other handbooks,
metrics reporting, and other internal and external communications
documents.

THIS POSITION REQUIRES
THE ABILITY TO OBTAIN AN ACTIVE DEPARTMENT OF DEFENSE SECRET SECURITY
CLEARANCE.

Required Skills &
Experience:

* Bachelor's degree required.

* Experience with DoD Financial and Contract Management
Systems, including DIFS, MOCAS and WAWF

* Experience with Navy Financial and Contract
Management Systems, including Navy ERP. Preferred if also experienced with MISIL
and Information Warehouse

* Experience with the nuances of Foreign
Military Sales (FMS) Case Execution and Closure Processes

* Excellent communication skills to
include

o Professional
communication requesting inputs from dotted-line entities and following up on
them

o Ability to learn and
apply cross-cultural understanding when present and participating in
engagements with other countries

o Comfort working across
different IT systems to move a product through different parts of a complex
process, and connecting the dots across them to track progress of single
product

o Skill in crafting
presentations to senior government decision makers

* Ability to interact with other cultures;
Experience interacting with Japanese culture and with Japanese language

* Willingness to be on-site at Washington Navy
Yard (WNY) 2 to 3 days per week, and travel to other government offices,
including DSCA, OSD and echelon 2 and 3 activities; Occasional travel to
supported foreign countries.
