Responsibilities

Arcfield's OPIR Subcontract Program Manager (PM) leads the Systems Engineering and Technical Assistance (SETA) subcontract supporting the engineering, design, acquisition, development, transition, and operations of an overhead persistent InfraRed system of a large U. S. Government Enterprise. The PM serves as the primary corporate representative for all technical, contractual, financial and performance aspects of program execution. As a medium sized SETA subcontract providing support to a prime contractor, the PM performs both program management and systems engineering leadership roles simultaneously responsible for leading technical teams and ensuring program execution is monitored and controlled in partnership with the customer. The size and scope of this program provide candidates previously solely focused on technical project execution, an opportunity to transition to a meaningful and rewarding program management position with mentoring and support to extend their talents with new challenges. The position includes robust engagement with all aspects of Arcfield corporate support (finance, IT, talent acquisition, facilities, etc.). A candidate must have the ability to operate at a rapid pace with the proven ability to manage multiple, diverse, and often conflicting aspects of execution simultaneously.

Specifically, the PM is responsible for:

  • The successful development, implementation, schedule, and cost performance of a medium sized SETA program and coordinating with other program/project managers (non-tech), in accordance with corporate and contract requirements and company policies, procedures and guidelines.
  • Leading the staffing of a highly skilled, cleared, technical workforce including recruiting, interviewing, and hiring staff.
  • Leading and managing one or more technical SETA projects or programs, and operating office and professional and technical personnel performing in their customary disciplines.
  • Serving as technical liaison with the customer, prime, other subcontractors, vendors and other industry organizations.
    Training and supervising personnel.
  • Assists in proposal process and coordinating with Pricing Department when required.
  • All phases of the program budget, preparing Staffing Plans, including skill and labor mix, to support contract operations.
  • Allocating and assigning staff and providing technical direction as necessary to complete tasks.
  • Monitoring and controlling contract, subcontract, and funding; preparing forecasts of program financial performance, and developing and delivering required contract, departmental, project and/or financial reports.

Qualifications

  • Must possess and be able maintain Top Secret/SCI w/Poly
  • Technical Major
  • Requires BA/BS with 12-15 years of experience, or a MS with 10-13 years of experience, or a PhD with 10+ years of experience, with at least 4 years of management level responsibility.
  • Program Management Professional (PMP) Certification
  • Incumbent has specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas
