The ITS Workforce Training Program Manager Senior is responsible for the execution and continuous improvement of the ITS department training programs and overall departmental skill development. This role reports to the Director of ITS Business Management and partners with People and Culture to facilitate development programs and create a culture of continuous coaching and feedback. This role partners closely with Operations, support departments and the curriculum design/training team, to ensure training supports quality production in the field, meets compliance standards, and empowers our frontline team. The ITS Workforce Training Program Manager Senior will work to identify the skills needs across the department, identify skill gaps, and create a training program to close any gaps. This position blends program development, content organization, training operations, and coaching, with a strong forward -facing mindset.
Special Skills: Proven experience in coaching, skill development, workforce program management, content development, and organizational development. Proven experience aligning learning programs to business strategy to produce measurable performance outcomes. Highly effective facilitator, communicator, and stakeholder partner.
This role is hybrid and requires one-two days onsite as needed.
The Program Manager Senior Certified leads and manages the development and implementation of a body of similar projects at the enterprise level. Working under limited supervision, this role is responsible for the end-to-end charge of the program, from shaping the approach to achieving the desired outcomes through delivery and post-delivery value realization.

Essential Job Function
  • Develops the overall approach for large programs, significant time frames, and the definition of major deliverables to address and meet the desired goals and outcomes.
  • Coordinates a deeper understanding of the overall body of work and acts as an advisor across the wider stakeholder community.
  • Manages significant bodies of work as a unified program.
  • Interacts regularly with executive sponsors to inform, alert, negotiate, and maintain a continuing good relationship and shared vision for the program outcome.
  • Leads review with the executive sponsor and stakeholders to identify organic or specific program needs and changes and directs appropriate approaches to address.
  • Monitors and coordinates dependencies across the projects in the program and resolves conflicts and issues.
  • Oversees the creation and maintenance of the required program documentation and artifacts, including agendas, meeting minutes, communication plans, and program reports.
  • Performs other duties as assigned.

Education
  • Required: Bachelor's Degree

Experience
  • Required: 5 years

Licensure/Certification/Listing
  • Required: PgMP, PMP, Lean, and/or SCM certification
