Allegheny Science & Technology (AST) is seeking a highly capable Civil Engineer with an active Top Secret (TS) clearance to support mission-critical requirements associated with ongoing and future construction activities at protected sites throughout the National Capital Region (NCR). This position, contingent upon contract award, requires close coordination with active construction projects to meet critical deadlines, address logistical and funding challenges, and minimize operational disruptions. The Civil Engineer will support the protective mission by evaluating, coordinating, and reviewing civil design and construction activities for secure facilities and sites, ensuring infrastructure solutions enhance safety, constructability, and operational resilience. Working closely with program managers, engineers, contractors, and government stakeholders, the Civil Engineer will translate technical analyses, research findings, and site data into actionable planning, design, and acquisition inputs that keep projects compliant, on schedule, and aligned with mission priorities.

Duties and Responsibilities:



  • Collaborate with multidisciplinary architecture/engineering/construction teams, third-party contractors, and other government agencies to advance the protective mission.
  • Utilize drawings, specifications, photographs, and other information to support projects to assess and improve site and building security.
  • Review and provide comments on deliverables for analysis, design, and construction projects.
  • Coordinate with program managers to develop, maintain, and update the program's strategy, budgeting, scheduling, and planning documents, as well as documentation of meetings and past activities.
  • Engage and communicate with internal and external stakeholders, third-party contractors, and other government agencies to plan and execute design and construction projects.
  • Coordinate with program managers to develop Scopes of Work (SOWs) and prepare contract packages for future acquisitions.
  • Develop, organize, and manage files and documents.
  • Conduct independent research on project needs, including but not limited to:
  • Historical events related to the construction project.
  • Market research for products that support the agency mission.
  • Market research for suppliers that provide architectural, engineering, and/or fabrication services that support the agency mission.
  • Provide summaries, presentations, and/or reports documenting the findings of the research.


Required Qualifications:



  • Bachelor's degree in Civil Engineering, Structural Engineering, Architecture, or Construction Management from an accredited institution.
  • A minimum of five (5) years of progressively responsible experience supporting design, analysis, or construction of facilities or infrastructure projects, including experience working within multidisciplinary architecture/engineering/construction (A/E/C) teams.
  • Additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
  • Demonstrated experience reviewing and interpreting construction drawings, specifications, and contract documents, and providing clear, technically sound comments on analysis, design, and construction deliverables.
  • Experience supporting security-sensitive or mission-critical facilities projects, including the use of drawings, specifications, photographs, and related documentation to assess and enhance site and building security.
  • Proven experience coordinating with program and project managers to support development and maintenance of program strategies, budgets, schedules, and planning documentation, including meeting records and project histories.
  • Experience engaging with internal and external stakeholders, third-party contractors, design professionals, and government agencies to support the planning and execution of design and construction activities.
  • Experience supporting acquisition-related activities, including development of Scopes of Work (SOWs), preparation of technical inputs to contract packages, and coordination with acquisition and contracting personnel.
  • Demonstrated experience developing, organizing, and managing project files and documentation, ensuring version control, traceability, and audit readiness.
  • Experience conducting independent research related to project needs, including historical project research, market research for construction products, and identification of qualified architectural, engineering, and fabrication service providers.
  • Ability to synthesize research findings into clear summaries, presentations, and written reports suitable for technical, programmatic, and leadership audiences.
  • Strong organizational, communication, project management, problem-solving, and leadership skills, with the ability to work independently, take ownership of responsibilities, and develop practical solutions to complex project challenges.
  • Proficiency with the Microsoft Office suite, including Microsoft Project, for schedule tracking, documentation, and reporting.


Other Qualifications:



  • U.S. Citizenship is required.
  • Must have an active Top Secret clearance.

The pay range for this position based on full-time employment is $143,000 - $203,000.
