Position Title: Business Analyst, Senior

Clearance: Public Trust

Job Overview: LCG is seeking a highly technical Business Analyst, Senior to support the Client with Information Technology and Applications Center (ITAC) in delivering new development, enhancements, and modernization of custom and COTS-based applications. This role is responsible for eliciting and analyzing stakeholder needs, translating them into actionable Agile requirements (Epics/Features/User Stories), defining strong acceptance criteria and Definition of Ready/Done conditions, and ensuring requirements are traceable and maintained in the ITAC Jira instance as part of the product backlog and PI/sprint planning artifacts.

The BA will work closely with Product Owners, Solution Delivery Manager (SDM), engineering teams, UX/508 specialists, Security/GRC, Enterprise Architecture (EA), and Enterprise Operations (EOps) to support ITAC's incremental delivery model (3-month PIs comprised of 2-week sprints) and to contribute to ITAC's modernization strategy focused on cloud-first and Microsoft Power Platform (MSPP) adoption, portfolio rationalization, consolidation opportunities, and Zero Trust-aligned requirements.

Key Responsibilities

Requirements Elicitation & Analysis (Agile + Modernization)



  • Lead requirements elicitation through structured interviews, workshops, process walkthroughs, and document analysis with NIH stakeholders to capture business outcomes, constraints, and success criteria.
  • Translate business objectives into Epics, Features, and User Stories aligned to PI goals and sprint delivery plans; decompose scope iteratively to support sustainable delivery.
  • Capture and validate both:


  • Functional requirements (user flows, use cases, data capture, reporting)
  • Non-functional requirements (security controls, performance, scalability, availability, auditability, usability, accessibility/508, operational constraints)


  • Support modernization efforts by identifying overlaps, process inefficiencies, and consolidation opportunities across the application portfolio and recommending streamlined business capabilities and/or LCNC approaches.


Agile Backlog Management (Jira-Driven)



  • Own requirements documentation and traceability in ITAC Jira, ensuring all backlog items are current, properly linked (Epic Feature Story Task/Defect), prioritized, and refinement-ready.


  • Write high-quality stories with:

    • Clear user value statements
    • Testable acceptance criteria (Given/When/Then or equivalent)
    • Explicit assumptions and dependencies
    • Definition of Ready checks (story completeness, sizing readiness, UX/security inputs)




  • Support PI planning by preparing backlog refinement artifacts, clarifying scope, and ensuring PI objectives map to approved requirements and backlog items.
  • Collaborate with stakeholders to manage priority changes, perform scope clarification, and support formal approvals when backlog changes exceed refinement (e.g., escalation to leadership and/or change board).


Process Modeling, Documentation and Business Rules



  • Document current-state and future-state workflows using BPM/process mapping techniques (e.g., Visio/Lucidchart), including swim-lanes, handoffs, decision points, exceptions, and system touchpoints.
  • Produce and maintain business rules catalogs, requirements traceability matrices (as applicable), and supporting documentation in SharePoint Online per ITAC documentation and deliverables processes.


Testing and Acceptance (UAT and Quality Alignment)



  • Support development of UAT scope and readiness:


  • Define UAT entry/exit criteria
  • Identify test scenarios and acceptance validation steps
  • Coordinate user feedback capture and defect triage with PO/QA


  • Collaborate with QA/Test Leads to ensure requirements are reflected in test plans and test cases, including automation alignment when appropriate.
  • Ensure accessibility and compliance requirements are incorporated into requirements and test criteria (e.g., 508 considerations).


Cross-Functional and Governance Collaboration



  • Partner with Enterprise Architecture and Security/GRC to ensure requirements align with:


  • ITAC target architecture standards
  • Zero Trust direction and security control implementation guidance
  • RMF/ATO documentation and compliance needs where required


  • Support coordination with EOps/DevOps teams for operational constraints and deployment readiness inputs as part of requirements definition and release planning.
  • Contribute to contract deliverables that involve requirements artifacts and program-level planning (e.g., product roadmap inputs, PI plans, sprint-level user stories/DoD updates, business process flows).


Required Qualifications

Education: Bachelor's degree in Information Systems, Computer Science, Business, Engineering, or related discipline (or equivalent experience supporting enterprise application delivery).

Certification:



  • CBAP (Certified Business Analysis Professional) or CCBA preferred
  • Additional desirable certifications: PMI-PBA, Agile BA certifications, SAFe for Teams / SAFe POPM (depending on candidate background)


Required Experience



  • 6-10 years of progressive experience as a Business Analyst / Requirements Analyst supporting software development, modernization, or enterprise application delivery (Federal/NIH preferred).
  • Demonstrated experience supporting Agile delivery models including Program Increments and sprints, backlog refinement, and incremental requirements elaboration.
  • Proven ability to translate stakeholder needs into Jira-managed Epics/Features/User Stories, including acceptance criteria and traceability through delivery.


Technical Requirements Skills



  • Strong ability to define and document:


  • Functional requirements (workflows, data requirements, integrations, reporting)
  • Non-functional requirements (security, privacy, audit logging, performance, availability, scalability, accessibility/508, operational considerations)


  • Familiarity with modern enterprise SDLC concepts and integration points (CI/CD constraints, deployment dependencies, configuration management).


Tools & Platforms (ITAC Environment)



  • Advanced proficiency in Jira for backlog management, story writing, and requirements traceability.
  • Experience using SharePoint Online to manage requirements documentation and deliverables repositories.
  • Strong process modeling skills using tools such as Visio, Lucidchart, or equivalent BPMN tooling; ability to produce deliverable-quality process flow diagrams.
  • Familiarity with Microsoft Power Platform (MSPP) concepts (Power Apps, Power Automate, Power BI) and how LCNC impacts requirements, governance, and delivery.


Compensation and Benefits

The projected compensation range for this position is $90,000 to $125,000 per year benchmarked in the Washington, D.C. metropolitan area. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
