We are currently seeking a Program Management Analyst, Senior to support the OPNAV N98 Electronic Warfare (EW) / Aircraft Survivability Equipment (ASE) and Aircraft Electronic Countermeasures (AECM) Requirements and Resource Sponsor. The position is located at the Arlington, VA.

Functional Description: The Program Management Analyst, Senior applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management. Analyze data to identify risk to cost, schedule and performance and recommend mitigation strategies to reduce risk to products.

Duties:



  • Apply SECNAV, OPNAV, and OSD policy and documentation to support programs and projects through PPBE and life-cycle management of military acquisition programs in accordance with DoD 5000 series guidance.
  • Apply extensive knowledge of NAVAIR, OPNAV, SECNAV, and OSD processes to support PPBE, POM development, budget execution, and lifecycle management activities.
  • Provide requirements generation, program management, and Planning, Programming, Budget, and Execution (PPBE) support to OPNAV N98 through direct engagement with PMA-272, OPNAV high-level staff, including Pentagon-based coordination and senior-level staffing activities.
  • Serve as a primary liaison between PMA-272 and OPNAV staff, ensuring alignment of program execution, priorities, and strategic objectives.
  • Coordinate, staff, track, and adjudicate OPNAV taskers, action items, and data calls in support of PMA-272 programs.
  • Analyze program requirements, execution status, funding, and schedules to support resource prioritization, issue resolution, and risk management at the OPNAV level.
  • Prepare, review, and staff executive-level briefings, white papers, decision memoranda, and correspondence for OPNAV leadership, flag officers, and senior stakeholders.
  • Track program and project status, milestones, and schedules; apply government-instituted processes for documentation, change control, and data management in support of OPNAV and PMA-272 reporting requirements.
  • Facilitate resolution of issues impacting program execution through coordination with PMA-272, NAVAIR, OPNAV, and other DoD stakeholders.
  • Serve as a key participant in the development of acquisition strategies that integrate functional activities essential to program execution and OPNAV-level oversight.
  • Analyze, evaluate, prepare, and deliver program briefs, budgets, reports, and correspondence for internal and external senior-level reviews.
  • Develop and maintain effective working relationships with PMA-272 leadership, OPNAV staff, and external stakeholders to foster collaboration, integration, and informed decision making.

Required Education:



  • Senior - MS degree.


Allowable substitution:



  • Bachelor's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.
  • Or
  • Associate's Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.
  • Or
  • Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.


Required Experience:



  • Senior - 10 years of combined experience performing duties described in the functional description.


Must be able to obtain and maintain a Top Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40 to $129,285.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
