Job Summary

Responsible for developing, implementing, and managing effective Quality Assurance (QA) and Quality Control (QC) strategies that ensure regulatory compliance and promote performance excellence across nuclear construction, modification, waste and decommissioning projects. Provides leadership to QA/QC staff supporting project execution, ensuring quality requirements are understood, applied, and verified at all stages of work.

Establishes consistent QA/QC program implementation across projects and facilities, ensuring compliance with NRC, DOE, and state regulatory requirements while maintaining practical and efficient processes. Oversees independent QA oversight functions, field QC activities, and supplier quality programs to ensure products, services, and deliverables meet organizational and customer standards. Partners with project, engineering, and construction leadership to foster a strong nuclear safety culture, effective quality performance, and clear reporting to senior management.

Job Duties/Tasks/Responsibilities

  • Partners with management of business groups/projects/facilities to identify QA program requirements and identify the most efficient and effective QA programs and implementing procedures.
  • Focuses on streamlining administrative complexity while maintaining compliance with regulatory requirements.
  • Oversees and communicates QA Program and QA Program elements, ensuring alignment with key stakeholders.
  • Identifies and plans actions that provide continuous improvement in both effectiveness and efficiency of QA/QC functions.
  • Supports the corrective actions process for the resolution of conditions adverse to quality.
  • Performs or directs independent investigations, assessments and cause analyses.
  • Consolidates and analyzes QA/QC metrics and provides support to management as needed.
  • Represents EnergySolutions QA/QC interests in business development activities, including, but not limited to, bid and proposal efforts and cost estimates for QA activities.
  • Ensures QA/QC capabilities and resources are adequate for supporting operations.
  • Manages staff selection, development and retention. Establishes and monitors work goals and objectives. Evaluates employees through performance reviews, ongoing coaching and feedback methods.
  • Provides direction and guidance to QA/QC staff on all quality matters.
  • Develops/provides input to budgets to ensure proper funding is available for QA activities. Administers budget according to plan. Monitors budget variances. Provides explanations on variances and takes appropriate action.
  • Performs other duties as assigned.
  • Provides executive oversight of all field QC activities across construction and decommissioning projects, ensuring alignment with regulatory and company standards.
  • Sets corporate standards for QC personnel qualifications and performance to maintain technical and regulatory compliance.
  • Reviews QC performance metrics and nonconformance trends, driving timely, risk-informed resolutions.
  • Advises executive and project leadership on quality risks, field performance, and strategic improvement initiatives.




Minimum Education, Experience and Certification Requirements
Education

  • Bachelor's degree required in a technical field or equivalent experience

Certifications

  • Certification as a lead auditor per NQA-1 preferred

Required Experience

  • At least 15 years' experience in quality assurance for any combination of the following: 10 CFR 50 licensed nuclear facilities; 10 CFR 71 / 72 licensed facilities and systems; licensed DOE or state nuclear waste processing and disposal facilities

Preferred Experience

  • QA/QC leadership in nuclear decommissioning or large scale nuclear construction projects, including new build, dismantlement, or waste management.
  • Experience implementing graded QA programs and integrating quality management within EPC or joint venture environments.
  • Knowledge of ASME Section III and XI, NQA-1, and relevant construction codes and standards.
  • Experience implementing QA for 10 CFR 50 licensed nuclear facilities, including Early Site Permit activities
  • Experience implementing graded QA for nuclear decommissioning projects
  • Experiencing implementing QA for licensed DOE or state nuclear waste processing and disposal facilities
  • Experience implementing QA for 10 CFR 71 / 72 licensed facilities or systems

  • Expertise in aligning and directing Quality Assurance teams with the appropriate level of oversight necessary to ensure rigorous regulatory compliance.
  • Superior communication skills, both verbal and written, with a proven ability to influence and engage diverse audiences.
  • Advanced analytical and strategic problem-solving capabilities, adept at navigating complex challenges within highly regulated environments.
  • Extensive experience in designing and delivering executive-level training, briefings, and presentations to large and varied audiences.
  • Comprehensive knowledge of industry-leading quality codes, standards, and regulatory requirements, with a strong track record of ensuring compliance.
  • Deep understanding of the application and assessment of regulatory codes, standards, and best practices to maintain organizational integrity and performance.
  • In-depth expertise in investigative methodologies and root cause analysis, driving continuous improvement and sustainable corrective actions.
  • Proven leadership in the development, implementation, and governance of Quality Assurance policies, programs, and procedural frameworks.
  • Demonstrated ability to oversee and coordinate multiple high-priority projects and initiatives across diverse facilities and geographic locations.
  • Distinguished experience in managing complex, multi-site nuclear Quality Assurance programs within dynamic, high-stakes organizational environments.
