Description

Salary range is $61k to $155k, with a midpoint of $108k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction, the Senior Business Analyst - Agency Controls provides full executive administrative support to the Executive Director - Agency Controls and the division leadership team. This role is responsible for synthesizing complex information, advancing division initiatives, and ensuring alignment between strategic priorities, operational execution, and organizational goals. The Senior Business Analyst acts as a bridge between leadership, staff, and cross-functional partners, helping the division operate efficiently and effectively.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Partner directly with the Executive Director to manage strategic priorities, track commitments, and monitor progress toward goals.
  • Prepare executive-level presentations, reports, talking points, and briefing materials.
  • Anticipate information and analysis needs of leadership to inform proactive decision-making.
  • Support team meetings: agenda development, materials preparation, facilitation support, and documentation of action items.
  • Complete regular reviews of division budget and spending with Agency Controls management and Agency Oversight Chief of Staff office.
  • Support budget planning, resource allocation, and business case development.
  • Coordinate onboarding, training initiatives, and professional development planning to ensure staff have the skills and knowledge needed to succeed.
  • Draft, update, and socialize divisional policies, standard operating procedures, and guidance to support compliance and consistency.
  • Handle requests and modifications to division procurements and requisitions, in coordination with the Agency Oversight Chief of Staff office.
  • Support leadership in rolling out new initiatives, systems, or governance structures, including communication, adoption, and feedback loops.
  • Develop and coordinate division initiatives and projects; take assignments from original concept through final implementation.
  • Develop and maintain effective systems to manage Agency Controls records, communications, and efficient intradepartmental collaboration and coordination (e.g., Microsoft Teams, SharePoint, HUB, shared drives, etc.) in coordination with the Agency Oversight Chief of Staff office.
  • Partner with Agency Controls leadership and staff to formulate, implement, and sustain effective programs, procedures, and process improvements.
  • Build strong relationships across the organization to support strategic objectives.
  • Champion and model Sound Transit's core values and demonstrate values-based behaviors in everyday interactions across the agency.
  • Contribute to a culture of diversity, equity and inclusion in alignment with Sound Transit's Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelors degree in Business or Public Administration or related field, and four years of progressively responsible experience in business analysis, management consulting, strategic planning, or organizational operations. Experience supporting executive leaders or leadership teams in a complex organization (public sector, nonprofit, or private); Or an equivalent combination of education and experience.

Required Knowledge and Skills:



  • Knowledge of project management, contract administration, budgeting, record keeping, and policy/procedure development.
  • Ability to collect, evaluate, and interpret complex data; translate findings into clear recommendations, reports, and presentations.
  • Strong analytical and problem-solving skills; ability to anticipate issues, evaluate options, and support executive decision-making.
  • Excellent oral and written communication skills; proficiency in preparing professional correspondence, reports, and executive presentations.
  • Demonstrated ability to use modern office technology and software, including spreadsheets, databases, and data visualization/reporting tools.
  • Ability to interpret and apply organizational policies, procedures, and relevant federal, state, and local regulations.
  • Skilled at establishing and maintaining effective working relationships across levels of staff, leadership, and external partners; able to manage sensitive issues tactfully and diplomatically.
  • Experience coordinating multiple concurrent projects and tasks, with the ability to reprioritize in response to shifting demands.
  • Experience preparing materials, briefings, or recommendations for senior executives or governance bodies.


Preferred Knowledge and Skills:



  • Familiarity with business intelligence, data visualization, or statistical analysis tools beyond standard office applications.
  • Experience leading change management efforts, workflow redesign, or organizational process improvement initiatives.
  • Understanding of public sector, nonprofit, or regulated industry environments, including related compliance frameworks.
  • Demonstrated ability to draft technical briefings, documents, or communication tailored to diverse audiences.

  • Work is performed in a standard / hybrid office environment.
