Position:InternationalSpecialist:Gender Specialist Background:Winrock International is recruiting anInternationalSpecialist:GenderSpecialistfor anAsian DevelopmentBank(ADB)opportunity in Laos focused on Sustainable Agrifood systems.The projectwill contribute tofood security and nutrition improved, and agricultural value addition increasedin a climate resilient and gender-responsive manner in Lao PDR.This position will be a part-time consultancy that will require a commitment of4person months over a5-yearperiod. Location:Remote Major Responsibilities:
- Support the PMU Gender Specialist to develop gender training packages to train all project focal persons and gender focalpersonacross the EAs, IAs, and provincial coordinating units andassistwith thetrainings.
- Develop outreach and incentive mechanisms to extend program benefits to women-owned and women-led enterprises in program clusters.
- Support Apex credit institutions to develop a gender-sensitive monitoring and reporting system, and ensuretimelyand effective implementation, monitoring, and reporting of gender equality results attributable to the DMF and GAP targets to reach women borrowers.
- Support the PMU Gender Specialist to develop capacity of implementing agencies in collecting, monitoring, reporting, and analyzing sex- and agedisaggregated data.
- Identifybest practices on gender in financial services and support Apex credit to incorporate learning to improve gender equality outcomes, including developing and presenting business cases on increasing lending to women.
- Designing training material targeting select MFIs on how to develop genderresponsive credit outreach programs and in best practices for designing tailored credit products and services for women borrowers.
- Design training materials for Embedded Technical Advisors (ETA) on how to integrate gender analysis and gender-responsive solutions into value chain studies, plans and training programs.Identifyand share national and international practice examples of gender mainstreaming in value chain development with ETAs, PFIs/MFIs and project stakeholders and advise on gender integration in value chain interventions through site visits, coaching,workshopsand events.
- Support the PMU and national specialist with implementing and monitoring GAP activities including mobilizing women for credit outreach, ensuring women's participation in value chain activities, and small-scale infrastructure development.
- Advise on techniques to ensure participation of women and vulnerable groups in all public consultations.
- Propose examples to follow for the design of awareness campaigns on to promote gender equality mainstreaming in project interventions at province, district and village level and coordination their implementation withappropriate EAs, IAs, PCUs and district Lao PDR Women's Union.
- Adviseoncontent and approaches for campaigns on road safety, and on preventing and responding to gender-based violence.
- Support the identification of best practices from GALS in the nutrition program and propose activities to ensure GALS learning is applied to other project interventions and target areas.
- Contribute to setting up the Grievance Redress Mechanism and ensure gender integration across the GRM.
- Assist the Gender Specialist PMU to prepare GAP reports.
Qualifications Education:Master's degree in social science, economics, development studies, gender studies, or equivalent Experience:
- At least10years of professional experience, including a minimum of 3 years in gender and women's economic empowerment related to access to credit and/or agricultural value chain development, preferably within international development projects and/or large-scale government programs
- Experience in designing and delivering gender equality training and in monitoring and evaluation systems, particularly when working with government counterparts, will be an advantage
- Familiar with the requirements of the international developmentagencies requirementsin financial intermediary designed projects.
- Experience working in LAO PDR preferred
- Experience working with ADB preferred.
- ExperienceworkinginASEAN countries-particularly inLao PDR,Vietnam, andCambodiaconsideredasanadvantage
Computer Skills:Proficiencyin using Microsoft Office software, including Word, Outlook, and PowerPoint. Advancedproficiencyin Excel is preferred. Communication Skills:Strong written and verbal communication skills arerequired, including effective public speaking and the ability to communicate complex issues both verbally and in written form.
