Nigeria Demographic Transition Technical Assistance Consultant (Temporary)

Initial Duration: January 14, 2026 - March 30, 2026

Scope of work

The WISH Policy and Systems project is supporting efforts to strengthen the use of demographic evidence for sectoral planning and budget decision-making (e.g., greater investment in DT-conducive areas) in Nigeria through the development of concise, sector-specific communication tools. The project will develop demographic guides that incorporate the right message for different audiences showing the linkages between demographic data and decision making in specific sectors. The consultant's role will be supporting development of these guides as key evidence materials to inform planning and budgeting.

The specific objectives of this activity are to:

  1. Identify and prioritise key sectors and ministries (Health, Education, Agriculture, Gender, Labour, Planning, etc.) for which the demographic guides should be developed (i.e., sectors with services that can be affected by demographic states and change; sectors that can alter demographic trends).
  2. Develop and validate sector-specific guides with messages for advancing DT, with one tailored for technical planners/administrative staff and another simplified version for high-level decision-makers. (Political leadership e.g. Ministers)
  3. Validate the guides with relevant ministries and communication experts and support the dissemination of them ahead of the national budget cycle.

Primary Responsibilities

To support development of the guides, the consultant will:

  1. Lead message-testing, to ensure the guides incorporate messages tailored to key audiences within each sector, including:
  2. As determined by PRB, organize and conduct 2-4 Focus Group Discussions and up to 5 Key Informant Interviews.
  3. Consolidate findings into a short report to inform messaging in each of the Demographic Briefs.
  4. Provide technical review and input into each of the draft sectoral Demographic Briefs.
  5. Participate in a validation workshop with key stakeholders, and contribute to a short, summary validation report.

Deliverables

  1. Interview and FGD tracker, confirming the participation of key stakeholders.
  2. A summary (2 page) report with key findings from message testing.
  3. Notes on Validation workshop.
  4. Written feedback on draft Demographic Briefs.

Experience and skills required

  • Advanced degree (Master or PhD) in Demography, Economics, Public Policy, Sociology, or related fields.
  • At least 10-15 years of experience in data use for policy and planning, including qualitative methods such as key informant interviews and focus group discussions.
  • Strong analytical and quantitative and qualitative skills with the ability to interpret large datasets.
  • Familiarity with population and health surveys e.g., DHS, census data etc.
  • Proficiency in data analysis software such as SPSS, Stata, R, or Excel.
  • Familiarity with government planning and budgeting processes in Nigeria.
  • Demonstrated understanding of Nigeria's institutional and political context.
  • Excellent analytical, facilitation, and reporting skills.
  • Attention to detail and commitment to data accuracy and quality.
  • Ability to manage multiple tasks and meet tight deadlines.
  • Excellent communication skills (written and oral) in English; proficiency in one or more local languages e.g. Hausa, Igbo and Yoruba are a strong asset.
