Do you enjoy solving environmental challenges to optimize the recycling of 40 million gallons of wastewater each day? Join Fairfax County's award-winning Wastewater Management Team that is responsible for protecting both the public's health and the region's water quality.

Under the direction of the Assistant Division Director of Operations, manages the daily operational activities in a 67 million gallons per day advanced wastewater treatment plant and general administrative requirements of 48 plant operators on four rotating shifts in compliance with Clean Water Act and Clean Air Act regulations.

  • Assesses, recommends, and implements business operations improvements in regulatory documentation, consumables costs, workforce deployment, and treatment process performance.
  • Reviews and approves all facility outages for maintenance and construction outages.
  • Supervises day-today operations of to ensure permit compliance
  • Serves as subject matter expert on plant operations and serves in an acting capacity as Operations Branch Chief, in the branch chief's absence.

The ideal candidate will possess:
  • Excellent verbal and written communication skills.
  • The ability to make process control calculation and interpret data.
  • Strong knowledge of associated wastewater disciplines (maintenance, instrumentation, etc.)

Note: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus four years of experience in an environmental, engineering or construction management program.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license.
  • Wastewater Treatment - Class I certification.
  • Confined Space Training Certificate within 12 months of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer prior to appointment.

PREFERRED QUALIFICATIONS:
  • 8+ years of experience with wastewater utilities, water or sewerage facilities, or entities subject to environmental regulation, 24/7 operations, and emergency response.
  • 8+ years of experience and expertise in wastewater treatment processes and operations found at a Class 1 facility or equivalent using nutrient removal, wastewater reclamation and solids incineration.?
  • 6+ years of experience of supervising professional and paraprofessional employees including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.
  • 8+ years of experience managing inventory of process chemicals and other operating supplies.
  • 8+ years of experience coordinating with other teams, including safety, process engineering, maintenance, and construction to manage outages for maintenance and safety.

PHYSICAL REQUIREMENTS:
Ability to communicate clearly, both verbally and in written form, is crucial for engaging with colleagues and customers through phone calls, or face-to-face meetings. Ability to lift/ slide up to 90 lbs. with assistance. Must be able to physically negotiate rough terrain on uneven ground such as hills, wooded and marshy areas to make direct observation of work in progress including recognizing unforeseen hazards such as sharp objects, warning signs, slippery surfaces, steep depressions, tripping hazards. Must be able to push, pull, lift, bend, stoop, walk, climb/crouch, crawl, stand and reach to work in demanding and uncomfortable positions for extended durations. This is necessary to manipulate materials with manual dexterity, utilize hoses, and operate units that are up to 12 feet in height. May be required to enter confined spaces, such as manholes and tanks. According to safety regulations, individuals who weigh 310 lbs. or more are prohibited from entering confined spaces. Must be physically fit to perform manual labor in all types of environments. This requires the ability to endure variable and extreme weather conditions such as hot, cold, during rain, noisy environments, etc., and the ability to work around and in contact with raw sewage. Visual acuity is required to effectively work on computer monitors, review documents, and read text and data for prolonged durations. The incumbent must possess the ability to operate keyboard-driven devices to input, access, and retrieve information from a computer. All duties performed with or without reasonable accommodations.
