Overview The Section Manager is responsible for developing and leading the implementation of strategies to ensure the Shared Services Organizations operate in full compliance with applicable federal, state and local environmental, health and safety regulations and standards, as well as Company policies, procedures and protocols. Facilitate efforts to achieve a zero-harm culture. Serve as the operating organization's central source for all environmental, health and safety information including applicable governmental codes and regulations as well as Company policies, procedures and programs.
Responsibilities
Core Responsibilities
- Develop EH&S performance standards, criteria, goals and implementation of safety strategies in conjunction with the operating organization; continually measure performance and reports on status and goal attainment, including the use of the Safety Leadership System (SLS).
- Manage the response to and investigation of inquiries on all EH&S incidents to determine the root cause and establish the appropriate corrective action plans. Oversee accident and workplace injury investigations conducted by the team. Provide guidance and support on Close Call reports and the resolution of Time Outs.
- Promote a culture that supports high standards, ethical behavior and open communication in all environmental, health and safety compliance activities and follow up to ensure corrective actions are implemented.
- Provide oversight of eHASP reviews and approvals for contractors and non-Company personnel.
- Develop plans, programs and strategies to ensure that we effectively protect workers, the general public and the environment from hazards associated with Company operations and activities, including programs, initiatives and priorities implemented corporate-wide.
- Ensure that all local operations are conducted in compliance with all federal, state and local environmental, health and safety regulations and standards as well as Company procedures and protocols.
- Develop and implement effective programs for distributing and disseminating environmental, health and safety related information to all operating organization's employees.
- Maintain an understanding of all relevant operating organization procedures, work practices and emergency procedures to ensure environmental, health and safety excellence.
- Develop expertise in environmental, health and safety matters pertinent to the operating organization and provide advice, counsel and information to all levels within the operating organization.
- Communicate EH&S performance, strategies, and concerns across union safety committees, operating management, senior leadership, and external agencies; serve as a liaison to maintain strong community relationships; act as spokesperson with regulatory agencies (e.g., NYSDEC, NYCDEP, USCG, NYFD, USEPA, OSHA); and communicate significant environmental, health, and safety updates to senior management.
- Develop team bench strength by encouraging cross-training and development of EH&S expertise in relevant areas.
Qualifications
Required Education/Experience
- Master's Degree and 6 years' related experience or
- Bachelor's Degree and 8 years' related experience
Preferred Education/Experience
- Bachelor's Degree in Environmental Science,
- Safety, Engineering, Physical Science, or a related field and 8 years' experience (including 3 years of relevant EH&S experience)
- Master's Degree in Environmental Science,
- Safety, Engineering,
- Physical Science, Business or a related field and 6 years (including 3 years of EH&S experience)

- Ability to travel to company locations to work on storm restoration and heat contingencies
- Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to travel within O&R and CECONY service territory, as needed.
