The standard work schedule will be Monday - Friday 8:00am - 5:00pm during the Academic Year.

7:00am - 6:00pm during the Summer Months

This position offers remote work allowing employees a combination of onsite and work from home options. The expected remote work schedule for this position is: one day per week. Please note the remote work schedule is subject to change based on the needs of the department and/or college.

Job Summary

The HR Program Manager at Phoenix College oversees the college's recruiting program and provides broad support for college-wide HR functions. This role leads staffing operations, ensures HR practices align with institutional goals, and supports compliance with applicable laws, policies, and procedures. The position collaborates across departments, delivers consultative guidance on complex HR matters, and contributes to strategic planning and program evaluation. Leadership or supervisory responsibilities may be assigned based on program needs.

Essential Functions

Program Management (35%)
  • Develop and oversee talent acquisition programs
  • Oversees, plans, coordinates, administers, manages, and monitors employee hiring for regular staff, faculty, administrative, adjunct faculty, and temporary positions.
  • Manage program timelines and deliverables
  • Serves as a technical advisor to screening and interview committees.
  • Processes personnel transactions, including reassignments, transfers, in-range progressions, and reorganizations.
  • Oversees employee salary placement, annual rollover processes, and position management.
  • Establishes project timelines, milestones, and accountability measures to ensure on-time delivery of key staffing initiatives.
  • Monitor Program Outcomes and Impact
  • Collects feedback and performance data to assess program success and identify areas for continuous improvement.
  • Engage Stakeholders and Coordinate Resources
  • Collaborates with internal stakeholders to ensure programs are appropriately resourced, supported, and integrated with broader HR strategies.

Team Leadership & HR Operations Management (30%)
  • Supervise and lead the PC recruiting team, including work assignment, prioritization, performance evaluation, hiring, termination, provides coaching and development
  • Develops detailed written procedures to support HR operations
  • Serves as a key liaison between District Human Resources and the college for personnel processing and information flow
  • Guides the team and stakeholders through changes in processes, systems, or policies to ensure smooth transitions and adoption
  • Maintain Confidentiality and Ethical Standards
  • Ensures compliance with ethical standards and protects sensitive personnel information.


HR Compliance and Consultation (20%)
  • Advises college leadership, employees, and applicants to ensure compliance with district policies and procedures
  • Coordinates with Fiscal Services to ensure budget alignment with hiring practices
  • Acts as a key resource, offering expertise and guidance on staffing-related issues and ensuring consistency across the district
  • Collaborate with Executive and Senior Leadership
  • Partners with district and campus leadership to align staffing strategies with organizational goals and strategic initiatives
  • Facilitate Training and Communication
  • Develops and delivers resources, guidance, and training to campus HR teams and leadership regarding staffing processes and policy updates.

Data Management, Reporting & Problem Resolution (10%)
  • Prepares and monitors human resources reports
  • Maintains confidential employee files
  • Analyzes complex, technical, and confidential issues to determine appropriate actions using relevant policies and resources
  • Resolves operational problems and develops tools, resources, and training materials to support hiring practices.


Committee Participation & Collaboration (5%)
  • Participates on college and district committees
  • Acts as a liaison to district offices and sister colleges
  • Performs other duties as assigned.


Minimum Qualifications

Bachelor's degree from a regionally accredited institution and five (5) years of work experience in human resources which includes at least two (2) years of experience in a lead or supervisory role.

OR

An equivalent combination of education and/or work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  1. Master's degree in Human Resources, Business Administration, Public Administration, Organizational Management, or closely related field
  2. HR Certification (PHR, SPHR, SHRM-CP, SHRM-SCP)
  3. Two (2) or more years of full-time experience administering employee recruitment programs in a public sector, higher education, or similarly complex organization
  4. Two (2) or more years of full-time experience interpreting policies and developing client and team procedures
  5. Two (2) or more years of full-time experience with an online Human Capital Management system such as PeopleSoft
