("PFS"), our wholly-owned, cleared government contractor subsidiary. This will be a hybrid role working between your home office and at times in our Vienna VA PFS office.
We are seeking a skilled, experienced, and motivated Facilities Security Officer to jointhe PFSLegal andComplianceteam. This role is critical to ensuring themaintenanceofand compliance withthe National Industrial Security ProgramOperating Manual(NISPOM), 32 CFR Part 117,Contract Security Classification Specifications, program classification guides,and allother US government-issuedindustrialsecuritydirectives andoperational requirementsapplicable toPFS, which operates under a Special Board Resolution("SBR")andcertainDCSA mitigations.As the PFSFSO, you willbe responsible formatters relating to industrial security,facility andpersonnel clearance processes, and classified contracting, and play a critical role in maintaining PFS' eligibility for classified work.
In this role you will:
NISPOM and Regulatory Compliance
  • Serve asPFS'primary liaison with DCSA and other U.S. governmentand Primesecurity officials.
  • Implement andmaintainthe company'sIndustrialSecurity Programin accordance withNISPOM, SPP, and SBR requirements.
  • Ensure compliance with theSBR, including supporting thePFSGovernment Security Committee (GSC) and preparing requiredindustrial securityreports, certifications, and briefings.
  • Monitor and assess emerging regulatoryand other Department of Defensechangesand directivesimpactingNISP compliance and FOCI mitigation obligations.
  • Conduct the annual DCSA self-assessment.Support audits, assessments, and inspections by DCSA, customers, and internal stakeholders.
Cleared Personnel and Facility Management
  • Oversee end-to-end clearance processing, indoctrination, periodic reinvestigation, and debriefing for all cleared personnel using DISS/NBIS.
  • Maintainaccurateandtimelyclearance records, visit authorizations, and eligibility determinations.
  • Conduct initial and annual security briefings, foreign travel briefings, and debriefings.
  • Coordinate,prepareandsubmitannualDCSA self-assessment reports.
  • Assistin developing and enforcing Standard Operating Procedures (SOPs) addressingsecurity requirements of classified contracts, Controlled Unclassified Information (CUI), and other sensitive informationas needed.
  • Supportand advise onalignment of PFS IT systemsand communication protocols with industrial security requirementsin coordination with ISSM/ISSO staff. Advise and provide input on security aspects of incident reporting protocols.
  • Monitor forpotentialindustrial securityconcerns and escalate perPFSprotocols.
Classified Contract Administration and Support
  • Ensure receipt ofDD254for PFS classified contracts. Reviewand advise on PFS compliance and implementation of DD254 requirements.
  • To the extentappropriateand possible, support proposal development for classified contracts while safeguarding classified and sensitive information from uncleared parent-company influence.
Industrial Security Education and Training
  • Develop and administersecurity compliance training for PFS personnel,including annual refresher training,contract-specific guidance (in accordance withthe DD254),and specializedprogram-securitytraining.
  • Conduct targetedsecuritytraining for new executives, program managers, capture and business development team, and cleared personnel.
Your background:
  • Minimum6years of hands-on industrial security experience in a DCSA-cleared environment, with at least2yearsin a lead or FSO role.
  • Active U.S. Top Secret clearance; SCI eligibility preferred.U.S. citizenship isrequired.
  • Completed CDSE non-possessing curriculum.
  • Thorough knowledge of the NISPOM, DCSA processes, FOCI structures, andsecurity forms associated with cleared entities (e.g., DD441),classified contracting (e.g.,DD254), and cleared personnel (e.g., SF328)
  • Demonstrated experience supporting oroperatingeitherwithin a FOCI mitigation instrumentor a cleared subsidiary with an uncleared US-based parent (in both cases preferablyoperatingunder either an SBR or SSA).
  • Strongexpertisewith DISS, NISS,NBIS, JPAS (legacy), andhandling of sensitiveinformationand data governanceprotocols.
  • Understanding of and/or experience with federal contracting regulations, subsidiary governance, and legal operations best practices. Software industry experience is a plus.
  • Excellent communication skills and ability toengage withand influenceexecutive stakeholders and government officials, while exercising the highest levels of ethics and judgment.
  • Ability to work wellindependentlyand as part of a team.
  • Prior experience serving as the Insider Threat Program Senior Official is desirable but not mandatory.
  • While the role is primarily remote,preference is given tocandidatesthat are within driving distance ofthe PFS offices inVienna, VA.
Base Salary Range: $129,030 - $159,390
This position is also eligible to participate in our performance-based annual corporate bonus plan. Final base compensation is determined by a number of factors, including but not limited to job-related skills, education, demonstrable experience, and allowance for future and continued salary growth.
