Job Summary

The Expert-Level IT Program Manager for the R&D Achievement Pillar- SSDF Program will lead strategic initiatives that advance Keysight's R&D product security. This role partners closely with the R&D Achievement Pillar Leader to define objectives, drive execution, and ensure alignment with SSDF governance and corporate innovation goals. The position requires deep program management expertise, strong collaboration across global R&D teams, and the ability to influence senior stakeholders to deliver measurable outcomes in product security, quality, and innovation.


Responsibilities

Key Responsibilities
  • Program Leadership
  • Drive execution of initiatives under the R&D Achievement pillar, ensuring alignment with SSDF governance and corporate objectives.
  • Develop and maintain program plans, timelines, and deliverables specific to R&D excellence goals.
  • Strategic Partnership
  • Collaborate closely with the R&D Achievement Pillar Leader to define objectives, priorities, and success metrics.
  • Provide insights and recommendations to strengthen R&D processes and innovation strategies.
  • Cross-Functional Coordination
  • Facilitate collaboration among global R&D teams, product security, and compliance stakeholders. Collaborate with SSDF Program pillar leads, R&D Leads, and the Steering Committee.
  • Ensure seamless integration of R&D initiatives with other SSDF pillars and enterprise programs.
  • Risk and Compliance Management
  • Monitor adherence to Product Security standards, regulatory requirements, and internal governance frameworks.
  • Identify risks impacting R&D achievement and implement mitigation strategies proactively.
  • Performance Tracking and Reporting
  • Track KPIs and milestones for R&D achievement initiatives; prepare executive-level dashboards and reports.
  • Communicate progress, challenges, and outcomes to senior leadership and SSDF governance boards.
  • Continuous Improvement
  • Promote best practices in R&D program management.
  • Drive innovation and process improvements to enhance product security and development efficiency.

Qualifications

Required Qualifications
  • Education: Bachelor's degree in Engineering, Computer Science, or related field. Advanced degree (MBA or technical) preferred.
  • Experience: 8-10+ years in program/project management with increasing responsibility. Proven track record managing large-scale, multi-year programs.
  • Skills: Strategic planning and execution, risk management and compliance expertise, strong leadership and influencing skills, excellent communication and stakeholder management.
  • Proven experience as an R&D Technical Program Manager, preferably in a company that produces test and measurement software and hardware products or similar. Experience managing engineering product development following an Agile product life cycle. Experience with standalone software and embedded software program management.

Preferred Qualifications
  • Experience in regulated environments (e.g., cybersecurity, product compliance).
  • Familiarity with DevSecOps, software development lifecycle, and quality frameworks.
  • Certifications: PMP, SAFe Program Consultant, or equivalent preferred.
  • Global program management experience across distributed teams.
  • Financial acumen.

California pay range: MIN $138,960.00, MIDPOINT $185,280.00 - MAX $231,600.00
