About You


You are a person who is passionate about negotiating contract terms, assessing risks, and maintaining accurate contract records to support the organization's continued growth initiative. We need someone who is experienced in supporting company audits, reporting, policy formulation, preparation and execution of professional service agreements, software licenses, and other documents as required. In the role of Federal Contract Analyst, you will be responsible for reviewing and analyzing contractual agreements to ensure compliance with company policies and legal standards.

About The Position



  • Draft, analyze, review, and negotiate a variety of federal contracts.
  • Support key stakeholders in executing various types of contracts and contract initiatives including Request for Information, Request for Quotes, Requests for Proposal, Teaming Agreements, Professional Service Agreements, SaaS agreements, licensing agreements, etc.
  • Monitor contract performance throughout the life cycle for compliance with contractual terms and conditions and service and performance milestones.
  • Assess and negotiate competitive quotes and bids from subcontractors/vendors/suppliers and ensure appropriate CPSR documentation is recorded.
  • Interface with departments leaders in business activities and communications regarding federal contract administration processes.
  • Maintain collaborative team relationships with peers and colleagues to effectively contribute to the working group's achievement of goals, and to help foster a positive work environment.
  • Draft, maintain, and educate stakeholders on company policies related to contract processes and procedures.
  • Review subcontractor and vendor invoices for accuracy and compliance with applicable agreements.
  • Support vendor monitoring and audit reviews; ensure vendor completion and tracking of all required training as necessary.
  • Support Business Development in the review, interpretation, and completion of required documentation for new business opportunities.
  • Maintain accurate records of all contractual documents and ensure timely contract execution.
  • Identify and assess contractual risks and recommend appropriate mitigation strategies.



Minimum Requirements:



  • Bachelor's degree from an accredited college or university in Business, Law, Finance or Health related field
  • 5+ years' experience in healthcare government contracting (VA, DoD, IHS, CMS, GSA) related contracts administration, vendor oversight, proposal development, pricing support, CPSR management and audit support, and compliance
  • 5+ years' experience drafting, negotiating, and strategizing a variety of agreement types (subcontract, modifications, Teaming Agreements, etc.) and services.
  • Experience drafting and updating corporate policies and procedures.
  • Must have proven proficiency in drafting, reviewing, negotiating, and supporting a variety of contracts and agreements, including but not limited to federal government contracts and subcontracts for the supply of products and services.
  • Must have proven familiarity with the development and enforcement of contracting processes, policies, procedures, and other methodologies to develop and maintain best industry practices (such as CPSR compliance) for contracts administration, management, and related business activities.
  • Support external audits.
  • Must possess strong ability to review, analyze and summarize existing & potential contract terms and provide succinct meaningful feedback, and recommendations to stakeholders and management.
  • Possess strong written and verbal communication and presentation skills.
  • Support special projects as assigned and engage professionally with executive leadership daily and function in a team-oriented environment.
  • Proficient in Federal Acquisition Regulations and Defense Federal Acquisition Regulations
  • Must be proficient in working in a fast-paced and dynamic work environment.


Preferred Requirements:



  • Familiarity with health care fraud and abuse laws including Stark, Anti-kickback and the False Claims Act, HIPAA, HITECH, and 42 CFR Part 2 Experience working in for a health plan or third-party medical payer.
  • Familiarity with GRC tools, Onspring

  • All work on all positions at Signature Performance must be completed in the continental United States, Alaska, or Hawaii.
