Responsibilities:

  • Proficient in understanding and applying contract policy and practice founded in corporate policy, the Federal Acquisition Regulation and its supplements, Uniform Commercial Code, and other professional publications.
  • Conducts research to support contract understanding; can evaluate conditions of contract law, facts and terms; improve FAR knowledge; gain technical insight; and make proper decisions about contract administration and management.
  • Reviews moderate to complex solicitations including Teaming Agreements and Non-Disclosure Agreements and prepares analysis of contract requirements that could affect corporate risk or pursuit strategy including potential Conflicts of Interest.
  • Analyzes contract requirements, special provisions, terms and conditions and provides appropriate support for lower tiered subcontracts including flowdown terms and conditions, scope of work requirements, and periods of performance.
  • May participate in development of less complex business alliances and partnering agreements.
  • Draft complex contractual instruments, correspondence, memoranda, and other documentation commensurate with skills and limited or no Managerial oversight.
  • Demonstrates ability to communicate contract policy and practice to internal business teams and provide unique solutions to issues and challenges that may arise during contract administration without managerial oversight.
  • Can predict, isolate, and resolve contractual issues whether internally identified or externally created assisting the project team to efficiently and effectively identify, manage and track contract changes including strategy/approach and supporting documentation development utilizing corporate business policies, procedures, and systems.
  • Develops negotiation strategy and leads negotiation team on complex contractual issues.
  • Analyzes new laws, regulations, and contract trends for potential impact on business unit goals and objectives functioning as a domain expert for selected areas and issues.
  • Focal point for all communication with law, finance and business team disciplines for resolution of contract issues and disputes.
  • Assists in identification, development and implementation of new contract policy and processes.
  • Responsible for day-to-day contracts administration and management support with limited managerial oversight for a portfolio of contracts including interactions with internal project team members providing competent analysis of contract activities and dealing with external customers/clients on appropriate contract actions necessary to successfully complete the contract requirements.
  • Have a general understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications of simple to moderate contract issues.
  • Responsible for contract closeout activities including Release of Claims, other closeout certifications, and final contract performance reporting.
  • May oversee Contract Administrators providing supervision, guidance, training, and/or mentorship.

Requirements:

  • Bachelor's Degree Required; Master's Degree Preferred; Some college business classes required, if not a business related degree.
  • Minimum 7 yrs experience.
  • Must be a U.S. citizen.
  • Successful drug screening.
  • Must be eligible to obtain and maintain a security or clearance badge.

Location/Work Arrangement:

  • This position is a fully onsite position at (Oak Ridge, Tennessee) may consider a Remote Work Arrangement with some travel.
