AV is seeking a Sr. Contracts Administrator to become a part of a diverse corporate contracts team. The candidate will provide support through every aspect of the contract lifecycle and act as a valued team member to program management, business development and customers across AV. This position will be embedded in a mission focused operations group and responsible for supporting business development and program teams in proposal activity, as well as providing contract management and administrative support for multiple commercial/non-commercial, prime contracts/subcontracts for a variety of customers.

This position supports the Electronic Warfare Business Group within AV. EW develops tactical solutions so our customers can stay ahead of the global threats and offer actionable intelligence to warfighters operating at the mission's edge. We support industry-leading open architecture technology, mission planning, and awareness in support of Electronic Warfare. Our innovative RF solutions are designed and developed for the full spectrum of cyber operations, readiness, and capability development which provides best in class communications technologies for mission critical government applications. The division primarily consists of commercial product-based purchase orders, fulfilled either through prime contractors, international customers, or directly with the U.S. Government, typically under Firm Fixed Price (FFP) arrangements. Additionally, the portfolio includes FAR-based development contracts, awarded on both Flexibly Priced and Fixed Price terms. Operating in a fast-paced environment, the Group is projected to exceed $75 million in annual revenue. The ideal candidate will possess strong contract administration expertise, a solid understanding of both commercial and FAR/DFARS-based contracting, and the ability to manage a dynamic portfolio with minimal oversight. The ideal candidate will have excellent negotiation, communication, and organizational skills, and thrive in a fast-paced environment that requires agility, attention to detail, and cross-functional collaboration.

Primary Responsibilities Include:



  • Perform contract management and administrative duties throughout the contract lifecycle including, but not limited to, proposal review and preparation, leading pre- and post- award negotiations, executing contract modifications, initiating contract close-outs and providing overall program support for complex, multi-year contracts
  • Support BD/Sales staff in the generation of quotes and proposals within designated timelines ensuring adherence to approved price lists, AV's terms and conditions, and RFP/Q requirements.
  • Analyze RFPs, RFQs, and solicitations (e.g., FAR Part 12/15 or DFARS clauses) including the coordination of proposal inputs, ensuring pricing and terms align with corporate policy.
  • Negotiate favorable terms with U.S. DoD agencies, Primes, and FMS/foreign customers, largely pushing AV's T&C's.
  • Work with Trade Compliance to assess ITAR/EAR applicability. Support development of Technology Assistance Agreements (TAAs) or DSP licenses.
  • Maintain knowledge of FAR Part 12 (Commercial Items), Part 15 (Negotiated Procurements), DFARS, and agency supplements.
  • Lead the preparation, submission, and defense of commercial item determinations (CIDs) in accordance with FAR Part 12, DFARS 212.102, and applicable agency guidance by conducting market research, analyzing historical sales and pricing data, and coordinating with cross-functional teams (engineering, pricing, legal) to substantiate commerciality assertions. Respond to customer RFIs and challenges, support negotiations involving commercial item status, maintain a centralized repository of CID documentation for audit readiness, and monitor regulatory changes impacting commercial item acquisitions. Lead contract negotiations with variety of customers, especially with Large Prime Defense Contractors and the US Government. Ensure and coordinate with internal stakeholders on the proper setup within Unanet.
  • Responsible for leading Organizational Conflict of Interest (OCI) compliance efforts, including conducting and coordinating OCI sweeps to identify, assess, and mitigate potential conflicts across programs and proposals
  • Responsible for leading Truth in Negotiations Act (TINA) compliance, including conducting and coordinating cost or pricing data sweeps to ensure accuracy and completeness of certified cost or pricing submissions
  • Drafting and redlining various agreements such as software bailment agreements, license agreements, End-User License Agreements, Commercial agreements and Terms and Conditions
  • Responsible for ensuring that agreements/terms and conditions comply with all applicable regulations and requirements, while also adhering to company policies and protecting company proprietary information.
  • Provide guidance and advise management on contractual rights, obligations and provide contract interpretation of terms and conditions to program management/business leaders identifying risks and providing risk mitigation strategies
  • Proactively engage with program teams and customers to ensure that programs are executing to contract requirements, managing scope, meeting contractual milestones, and mitigating risks throughout contract execution
  • Ensure that terms and conditions comply with all contract requirements, internal policies and all Federal, State and applicable laws.
  • Maintain consistent and organized files for programs.
  • Responsible for ensuring that agreements/terms and conditions comply with all applicable regulations and requirements, while also adhering to company policies.
  • Demonstrated ability to work effectively with stakeholders across the organization, including regular senior management level briefings on key issues.
  • Experience drafting and developing cost volumes in response to competitive government solicitations, including coordination with cross-functional teams to ensure compliance, accuracy, and alignment with technical and management volumes.


Required Qualifications:



  • Bachelor's in Business or related discipline such as Finance, Supply Chain, or Accounting and/or a minimum of 6 years of experience with contract negotiation, award, and administration.
  • Majority of career spent in Aerospace & Defense Contracts organization.
  • Demonstrated expertise in contracts and subcontract management; specifically, as the contract negotiator or lead.
  • Experience in reviewing RFP/RFQ's and ensuring compliance with proposals.
  • Experience with all-types of contracts.
  • Ability to work independently with limited guidance.
  • Ability to be granted a Security Clearance with DoD.
  • Proven Contract Drafting and Negotiation skills.
  • Strong Interpersonal, Written & Verbal Communication Skills.
  • Critical Thinker and Command Decision Maker.
  • Proficient use of Microsoft Office products (Word, Excel, PowerPoint, Access, Project, Outlook).
  • FAR/DFAR knowledge; OTA knowledge, working knowledge of US Government acquisition laws and regulations.
  • Broad experience with a variety of contract types: firm fixed price, cost-type, commercial/non-commercial, production, development, license, non-disclosure and teaming agreements.


Preferred Qualifications:



  • Active Security Clearance.
  • Federal Contract Manager (CFCM) certified
  • Experience with accounting systems such as Costpoint and Unanet.
  • Experience working Other Transaction Agreements (OTAs) both direct with the Government and through Consortiums.
  • Experience managing large Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
  • Experience in pricing activities related to cost estimation, proposal development, Basis of Estimate (BOE) development, and cost/price analysis/justification.
  • Experience preparing and negotiating data rights assertions, including technical data and software deliverables, as well as advising and educating internal teams on data rights strategy and compliance. Experience supporting and responding to audit inquiries and requests from the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA), including coordination of documentation related to cost proposals, indirect rates, and contract compliance.


Travel Requirements:



  • Up to 25% travel required to AV or Customer facilities.



Salary Range: $100,000 - $130,000

The AV pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Determination of official compensation or salary relies on several factors including, but not limited to, level of position, job responsibilities, geographic location, scope of relevant work experience, educational background, certifications, contract-specific affordability, organizational requirements, alignment with local internal equity as well as alignment with market data.
