Description

Leidos is seeking a Project Staffing Rationale (PSR) Lead is assigned to Capture Operations and Excellence to support proposal efforts within the FEDSIM Center of Excellence (CoE). This role is critical in developing staffing strategies supporting corporate and sector FEDSIM opportunities. FEDSIM opportunities range from $300 million to over $1 billion in total contract value.

As the PSR Lead, you will design and articulate a comprehensive staffing plan project staffing rationale and staffing approach, ensuring alignment with technical solutions and customer requirements. You will collaborate closely with technical experts, pricing leads, Capture Managers, Proposal Managers, and other volume leads to craft a strong, data-driven staffing strategy that details a staffing solution that meets technical, management, and performance requirements and contract objectives.

Operating within an Agile framework, you will iteratively build proposal content through weekly planning sprints, leveraging early government insights from RFIs, market discussions, and past proposals. Additionally, you will incorporate industry feedback, lessons learned, and best practices to refine and strengthen staffing approaches.

As the PSR Lead, you will also play a leadership role in the planning and execution of Key Personnel.

While this role offers remote flexibility, occasional travel to Leidos offices in Reston, VA, and the Washington, DC metro area may be required to support solutioning and is required in support of executing live proposal opportunities.

Key Responsibilities

  • Lead the development and delivery of the Project Staffing Rationale, gathering and integrating insights from the solicitation, technical and management plans, and staffing plans.

  • Analyze government-furnished documents (RFIs, MADs, PWS, eRRs, RFPs) to construct, in collaboration with the Task Area Leads, compliant staffing justifications tailored to each task area.

  • Ensure staffing strategies align with technical solutions, fulfilling government requirements for roles, skills, and levels of effort.

  • Apply Leidos CoE guidelines (SOPs) to maintain consistency and high-quality proposal content.

  • Utilize Agile methodologies to iteratively refine content, developing a clear and complete staffing strategy.

  • Support the creation of slides and visual content to enhance the staffing section.

  • Mentor and train team members, guiding them in the development of staffing rationale.

Required Qualifications

  • Bachelor's degree in communications, technology, business, or a related field and 12+ years of relevant experience (or 16+ years of relevant experience without a degree).

  • 5+ years of experience supporting government IT program delivery for Defense, Intelligence Community, and Federal Civilian clients.

  • 3+ years of proposal development experience, including 2+ years planning, writing, reviewing, editing, and responding to GSA FEDSIM solicitations in a lead position.

  • Strong leadership and communication skills for cross-collaboration with Volume Leads, Technical Subject Matter Experts, Proposal Team, and Business Area leadership.

  • Highly skilled at proactive engagement to gather information, meet shared objectives, and build positive relationships.

  • Excellent writing skills and ability to translate complex ideas into clear, complaint, and compelling proposal content.

  • Ability to manage multiple priorities independently in a fast-paced environment.

  • Willingness to work onsite during critical proposal phases (Final TOR release), including evenings and weekends if necessary.

  • Ability to be onsite in Reston, VA for quarterly training and proposal support.

  • US Citizen with ability to obtain a Secret security clearance.

Desired Qualifications

  • Volume Lead experience on 2+ winning FEDSIM proposals within the last five years.

  • Experience writing or leading staffing proposals and staffing rationales for FEDSIM contracts within the last five years.

  • Developing/Leading basis of estimates (BOEs) for opportunity pursuits and/or program execution.

  • Active TS/SCI (eligible) security clearance (or equivalent).
