Job Summary

The Technical Project Manager 3 (TPM3) in IT Business Operations is responsible for managing and delivering complex technical initiatives that support enterprise-wide systems, data analytics, process improvement, and workforce planning. The incumbent applies advanced project management methodologies and data analytics expertise to develop enterprise dashboards from multiple data sources and manage large data sets that provide critical insights for executive decision-making, budget forecasting, and workforce optimization.
This position also serves as system administrator for platforms such as Smartsheet and other applications as needed, ensuring their reliability, automation, and alignment with organizational needs. The TPM3 functions with a high level of independence, leading cross-functional projects that have broad organizational impact and contribute to institutional goals.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in related area or equivalent experience/training.
  • 3-5 years of project management or business systems analysis experience in a healthcare or enterprise IT environment.
  • Demonstrated expertise in applications such as Smartsheet, and enterprise analytics tools (e.g., Tableau or PowerBi).
  • 3+ years building advance reporting and operational workflows using Smartsheet or similar workflow automation applications.
  • Project Management Expertise: Demonstrated knowledge of project management principles, methodologies, and tools (e.g., PMBOK, Agile, or hybrid approaches).
  • Systems and Platforms: Proficiency with applications such as Smartsheet (including advanced workflows, dashboards, and automation) and working knowledge of ServiceNow ITBM or similar enterprise platforms.
  • Data Analytics: Ability to analyze large data sets, build dashboards (e.g., Smartsheet, Tableau, ServiceNow), and generate actionable insights for leadership.
  • Business Process Analysis: Skill in gathering business requirements, documenting workflows, and identifying opportunities for process improvement.
  • Communication: Strong written and verbal communication skills, with the ability to translate technical concepts for non-technical stakeholders and build consensus across diverse teams.
  • Problem Solving: Ability to independently solve complex, non-routine problems by exercising sound judgment and creativity.
  • Collaboration: Demonstrated ability to work effectively across cross-functional teams, departments, and with external vendors.
  • Technology: Proficiency in Microsoft Office (Excel, Visio, Teams, SharePoint) and familiarity with workflow automation and integration concepts.
  • Strong knowledge of project management frameworks (PMBOK, Agile, or hybrid).
  • Advanced data analytics skills, including dashboard development and predictive modeling.
  • Excellent communication skills across technical and non-technical audiences.
  • Ability to solve unique, complex problems with minimal supervision.

Preferred Qualifications

  • Advanced Certifications: Professional certifications such as PMP, Six Sigma, or Agile/Scrum Master.
  • 3+ years administering enterprise applications (Smartsheet, ServiceNow, workforce planning systems).
  • Experience working in a PMO or business operations function. * 2+ years healthcare IT systems and clinical operations.
  • Enterprise Platforms: Advanced experience administering and integrating applications such as ServiceNow, Smartsheet (certification required), and other enterprise workforce or project management systems.
  • Healthcare IT Experience: Familiarity with clinical and operational applications in a large healthcare system.
  • Data Visualization & Analytics: Expertise with Tableau, Power BI, or similar tools for complex dashboards and predictive analytics.
  • Training & Facilitation: Skill in developing and delivering training, user guides, or workshops for enterprise applications.
  • Organizational change management experience.

As part of the UCDH IT Department, ITBO supports operations as a key contributor in Finance, Procurement, Workforce Management, Facilities and Building Management, Building Operations, HR, and Communications. ITBO Collaborates across the IT Landscape and is a key player in business functions to drive UCDH IT forward in a compliant and concise manner in alignment with UCDH Organizational guidelines and policies.

Department Specific Job Scope

The TPM3 independently applies project management frameworks, data analytics practices, and IT governance standards to projects of broad scope and diverse impact. The incumbent:

* Leads complex technical projects across IT HR, IT Finance, Procurement, and clinical operations.
* Administers enterprise platforms, ensuring optimal configuration, upgrades, and automation.
* Builds and maintains advanced analytics and dashboards to guide executive decision-making.
* Collaborates with leadership to align workforce planning and operational processes with strategic objectives.

The role requires advanced technical knowledge, demonstrated project leadership, and strong analytical skills to improve operational efficiency and support health system priorities.
