HDR is looking for an Environmental Science & Planning Lead for our Oil, Gas and Chemicals Practice. We are seeking a highly experienced and motivated Environmental Compliance & Permitting Lead to support our Oil, Gas & Chemicals Practice. This individual will be responsible for leading environmental permitting and compliance efforts across upstream, midstream, and downstream infrastructure projects, with a strong emphasis on pipeline development and energy facility siting. The ideal candidate will possess deep expertise in federal, state, and local environmental regulations, including NEPA, CWA, ESA, Section 404/10, and Section 106, and have a proven track record of managing complex permitting processes and engaging with regulatory agencies such as the Federal Energy Regulatory Commission (FERC), U.S. Army Corps of Engineers, and state environmental departments. This role requires a strategic thinker and hands-on leader who can manage multidisciplinary teams, interface with clients and stakeholders, and deliver high-quality environmental documentation and permitting strategies. The candidate will also play a key role in business development, client engagement, and mentoring junior staff. Primary Responsibilities
- Serve as a client manager and project manager for key clients in the market
- Identify and qualify pursuit opportunities for ES&P work in the natural gas industry
- Plan, direct, and monitor all aspects of key oil, gas and chemicals ES&P projects to support a positive client experience
- Assess the marketplace and determining the best approach to secure contracts
- Promote the marketing and delivery of all HDR services to clients
- Develop and implement oil, gas and chemicals practice ES&P growth initiatives in partnership with leadership and client service managers
- Work with pursuit teams to develop client and pursuit strategies based on proven capture techniques
- Participate in industry associations and community organizations to elevate HDR's brand in target markets.
- Identify key investments (talent, acquisitions and technology) to improve our industry leadership position
- Develop relationships with senior leadership in key client organizations
- Partner with leadership on recruiting key talent
- Monitor oil, gas, and chemicals practice ES&P performance indicators, including NFE, NFB, profits, positive equity, AR, losses and investments
- Achieve Oil & Gas Practice ES&P NFB Goals
- Engage the appropriate project management and technical talent in pursuit teams
- Support pursuit teams in developing persuasive proposal and interview materials
- Support and perform quality reviews of proposal and interview materials
- Facilitate debriefs to identify improvement opportunities and to measure overall competitiveness
- Recognize and celebrate pursuit successes and milestones
- Support the development of content marketing campaigns to strengthen our brand, increase our visibility, and showcase our thought leaders

Preferred Qualifications
- Maintain professional certification
- Natural gas pipeline ES&P experience
- Basic understanding of Google Earth and ESRI ArcGIS
- Experience writing proposals
- Self-starter with strong written and verbal communication skills preferred
- Willing to travel and perform field work
- Preference given to local candidates
Required Qualifications
- Bachelor's Degree in an engineering, planning or a related field
- A minimum of 10 years of industry experience
- Experienced in development and management of strategic marketing programs for planning and/or engineering services
- Experienced in development and management of a wide range of client relationships and specific program and/or project pursuits
- Experienced in overall staff development to include recruiting, career path and professional growth
- Experienced with industry associations and maintains a visible profile in the market sector
- Ability to work cooperatively with Regional Market Sector Directors, Market Sector Directors, Business Class Directors, Regional Business Group Directors, Area Business Group Managers, Area Marketing Managers and Area Managers
