Under general supervision of the Instructional Innovations Project Manager, Northern Academy, provide business systems analysis, research, system development, project management, training, and technical support on projects that provide technology solutions, business intelligence and project management-related needs. Design, build, implement and optimize a statewide project management system for a broad network of California child welfare services training and workforce development partners, including the Northern Academy, other CalAcademies, California Department of Social Services (CDSS), and other partners across the state. This project management system will be used to document, track and manage simultaneous complex, statewide projects across multiple organizations that are geographically distributed and have distinct but interrelated functions. Work in a highly collaborative manner with statewide partners and stakeholders to elicit, document, and analyze business requirements and objectives; address concerns; and implement best practices for program and process improvement. Define and analyze business practices, processes, and problems, translating client requirements into workable models. Conduct data analysis to identify trends, patterns, and insights that drive informed decision-making. Research, recommend and provide design solutions that satisfy user requirements and optimize business processes and systems to enhance efficiency and productivity. Design, develop and implement solutions to address business challenges, testing both technical and business process compatibility. Prepare detailed reports, recommendations, and presentations for stakeholders, including senior leaders and CDSS. Assist in the development of business cases and cost-benefit analysis for proposed projects. Prepare general and detailed work plans; provide technical training, documentation, guidance, and support to clients. Plan and conduct end-user acceptance testing; develop training materials for system/process implementation. #CA-AR
As project manager, lead and manage cross-functional teams that involve multiple projects simultaneously, from initiation to closure, ensuring adherence to project timelines, scope, and desired outcomes. Develop comprehensive project plans, including defining objectives, deliverables, resource requirements, and timelines. Monitor project progress, identify and mitigate risks, and provide regular status updates to stakeholders. Collaborate with cross-functional teams to ensure effective project communication and alignment. Foster a culture of continuous improvement by optimizing project management processes and best practices. Identify and implement key performance indicators (KPIs) to evaluate project success.

- Bachelor's degree in a related field or discipline and/or equivalent training or relevant work experience
- Minimum of three years' experience in business systems analysis, demonstrating strong problem-solving and project management skills to independently research, design, implement, and maintain complex statewide project management systems.
- Proficient in tools such as Smartsheet and Airtable, with expertise in system testing, upgrades, dashboard development, third-party integrations, reporting, and policy analysis.
- Experience synthesizing complex technical and conceptual information within Agile methodologies and applying Agile principles to address intricate challenges.
- Experience in developing comprehensive knowledge base documentation to enhance system comprehension and drive user adoption, with experience in training staff to ensure effective implementation
- Facilitation experience, including leading strategic planning and project management sessions to build consensus, resolve conflicts, and address risks and interdependencies among cross-functional stakeholders.
- Skilled in dynamically presenting clear, actionable alternatives both orally, digitally, and in writing, to audiences with varying levels of technical expertise across all organizational levels.

- Experience using Tableau or another Data Visualization application.
