The program manager provides leadership and overall management of an assigned technical or operational portfolio, which may be large or small in total budget and may encompass one or more discrete programs. The program manager brokers with customers and individual researchers or research groups/programs to determine what work will be done to meet the customers needs, general timeframes, and funding requirements. The program manager is expected to develop working relationships that span existing internal and/or external institutional missions and extend into new opportunities as policies, missions, and opportunities evolve. Programs are a complex set of related activities needed to produce products or services over time to meet customer requirements within a given mission area. Programs are often ongoing over multiple years and evolve in response to the customers changing needs. The customer may be an external body, such as a federal agency, or may be an internal organization within the Laboratory.
Position requires advanced knowledge of and successfully demonstrated experience in all aspects of program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Advanced knowledge of the technical or operational discipline of the assigned portfolio(s). Advanced knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).Successfully demonstrated experience in developing and nurturing effective internal and/or external customer relationships. Successfully demonstrated experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts. Excellent oral and written communication and presentation skills.

Position requires a bachelor s degree and 12 years of related management experience. or an equivalent combination of education and experience. At this level, post graduate course work may be desirable.

Program Management

  • Demonstrated experience working with executive-level internal and external customers to strategize, develop, negotiate, and define program goals, milestones, and scope.
  • Proven ability to develop, manage, and track project baselines, ensuring successful completion within schedule and budget constraints.
  • Demonstrated capability to identify variances to the project baseline and to develop and implement effective recovery plans.

Technical Experience

  • Direct experience working in a high-hazard nuclear facility, with a documented record of technical contribution.
  • Experience in the design, implementation, or management of support services within a high-hazard nuclear environment.
  • Demonstrated ability to develop long-term operational strategies aligned with the missions and evolving needs of high-hazard nuclear facilities.

Effective Communication

  • Excellent interpersonal, verbal, and written communication skills, with the ability to engage effectively across a wide range of audiences.
  • Proven experience writing technical documentation, strategic plans, and progress reports, and communicating clearly with stakeholders at all levels, both internal and external.

Desired Qualifications:

  • Working understanding of LANL plutonium missions.
  • Previous experience in supporting work in a production agency.
  • Project Management Professional (PMP) certification.
  • Advanced technical degree.
  • Willingness to take initiative on new tasks or projects.
  • Experience utilizing EVMS principles.
  • Active DOE Q clearance.
  • Experience working with classified information/rednet account.

Education/Experience:

Education/Experience: Position requires a bachelor's degree in a science or engineering related field, from an accredited institution and 12 years related experience. An advanced engineering or science degree with experience related to nuclear materials production and process development is highly desired.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
