Location: Philadelphia, PA/Hybrid (89% on-site / 11% Remote)

Division: Command Cyber Solutions

Position Summary

Command Cyber Solutions, LLC is seeking an experienced Program Manager. The PM will be responsible for providing life cycle engineering, modernization, and fleet support services for U.S. Navy and allied platforms. This role will provide programmatic leadership for efforts involving HM&E (hull, mechanical & electrical) systems, auxiliary controls, steam and ventilation controls, and modernization initiatives across surface combatants, aircraft carriers, amphibious vessels, submarines, and other naval platforms

Essential Duties & Responsibilities:

  • Provide overall program and project management leadership for Naval engineering support services.

  • Direct planning, execution, and oversight of contract deliverables, schedules, and budgets.

  • Lead multidisciplinary teams supporting systems engineering, logistics, modernization, cybersecurity upgrades, and life cycle management of HM&E systems.

  • Interface with Navy program offices, technical codes, and stakeholders to ensure mission success.

  • Oversee contract administration, subcontractor coordination, and resource allocation.

  • Ensure compliance with FAR/DFARS, SeaPort-NxG requirements, and Continuity of Services provisions.

  • Lead routine customer/corporate program management reviews reporting on cost, schedule and performance.

Education, Certification & Experience Requirements

Education Required:

  • Bachelor's degree in computer science, information technology, communications systems management, or an equivalent science, technology, engineering & mathematics (STEM) degree from an accredited college or university, or a Project Management Professional Certification (PMP) is acceptable.

Certification Required:

  • Active DoD Secret Clearance or ability to obtain one

Experience Required:

  • Ten (10) years' experience in managing a team in information technology and while serving as the overall program manager and primary interface with customers.

    • Five (5) years of that experience should be related to information assurance experience

    • Prior experience supporting Navy programs (Preferred)

Knowledge, Skills & Abilities:

Knowledge:

  • In-depth understanding of cybersecurity principles and practices.

  • Proficiency in risk management and assessment processes.

Skills:

  • Strong analytical and problem-solving skills with attention to detail.

  • Strong communication and organizational skills with experience interfacing at the executive level.

Abilities:

  • Demonstrated ability to lead complex DoD or Navy programs with multiple stakeholders.

Working Conditions/Working Environment/Physical Demands:

  • This position is performed in a professional environment, remote/home office setting, or on-site government facility, as required by the contract.

  • Standard work schedule is Monday through Friday, during normally scheduled business hours, with occasional evening or weekend work required to meet critical deadlines.

  • Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.

  • The role requires working independently with minimal supervision, while also collaborating virtually or in person with CCS teams, subcontractors, and government stakeholders.

  • Occasional travel may be required for customer meetings, training, or project-related activities.
