The Role: We are seeking a Procurement Manager, Technology, to lead sourcing and procurement for Morningstar's global technology portfolio, including software, hardware, cloud, and digital services. This role will drive strategies, lead negotiations, optimize supplier relationships, and ensure compliance with legal, security, and risk management frameworks. In addition to managing traditional technology categories, the Procurement Manager will also play a role in evaluating and sourcing AI platforms and emerging technologies, ensuring that Morningstar adopts innovation responsibly and cost-effectively. Job Responsibilities:
- Develop and implement category plans, strategies, and standardized processes to drive consistency, compliance, and efficiency across technology procurement, including software, hardware, cloud, and IT services.
- Lead negotiations for technology purchases, managing the RFI/RFP process and guiding stakeholders through evaluation, selection, and contract finalization.
- Coordinate with stakeholders to facilitate contract adherence to regulatory requirements, including DORA and ESMA.
- Manage strategic supplier relationships by planning quarterly reviews, tracking KPIs/SLAs, and ensuring performance.
- Develop and publish reporting for activities to track agreements/contracts, costs, terms, and realized savings.
- Collaborate regularly with business leaders to understand procurement needs and provide contract status updates.
- Identify opportunities to improve procurement processes and enhance stakeholder engagement.
- Support procurement of AI tools and platforms across marketing, sales, analytics, automation, and cloud services including ensuring AI contracts address data privacy, IP ownership, and regulatory compliance.
- Engage with various teams to assess AI vendor risks and sustainability.
- Collaborate with stakeholders to rationalize suppliers, vendors, and software portfolios for spend optimization and improved performance.
- Align procurement activities with stakeholder budget requirements through close cooperation and communication.
- Assess AI capability within Procurement workstreams to enhance overall process efficiency; implement where feasible.
- Partner closely with legal teams to ensure contract compliance, risk mitigation, and facilitate smooth negotiations and approvals.
- Mentor procurement colleagues to build skills and capabilities globally.
- Function as a trusted technology procurement advisor to senior leaders providing strategic guidance on sourcing, vendor management, and contract negotiations to optimize value and support organizational goals.
Qualifications:
- Bachelor's degree in Business, Supply Chain, IT, or related field; MBA or advanced degree is a plus.
- 7+years of procurement experience. Proven ability to develop category plans, procurement strategies, and implement standardized processes for greater efficiency and compliance.
- 5+ years of experience in sourcing, negotiating, and managing technology agreements, including large technology providers (AWS, Google, Microsoft, Oracle, etc.)
- Demonstrated success negotiating complex technology contracts and delivering measurable cost savings.
- In-depth knowledge of software licensing, SaaS, cloud procurement, vendor risk management, and supplier rationalization.
- Exposure to AI and emerging technology procurement, with understanding of data privacy, IP, and regulatory compliance considerations.
- Experience collaborating with cross-functional teams including IT, Legal, Finance, Security, and Product stakeholders.
- Effective communication, negotiation, and stakeholder management skills, with the ability to balance multiple priorities while aligning with budget requirements.
- Analytical mindset with expertise in reporting, risk mitigation, and fostering innovation.
- Leadership experience, including mentoring and capability building within global procurement functions.

Total Cash Compensation Range $92,525.00 - 157,275.00 USD Annual
