*Salary Range: $85.00/Hour - $99.00/Hour

ORAU is seeking a Fully Remote, Senior Advisor- Quality and Prevention Strategies, Subject Matter Expert to work with CMMI as an ORAU employee. This exciting work will last 3 months or more. This position is 10 hours per week.

CMMI was established by Congress in 2010 to identify ways to improve healthcare quality and reduce costs in the Medicare, Medicaid, and Children's Health Insurance (CHIP) programs. Following this charge, CMMI, through its models, initiatives and congressionally mandated demonstrations, has accelerated the shift from a health care system that pays for volume to one that pays for value. CMMI models are also researching and testing different approaches to innovative information technology systems which are essential to supporting this value transformation.



Responsibilities

Overview: The CMS Innovation Center, authorized by Section 1115A of the Social Security Act, is dedicated to designing, testing, and expanding innovative payment and delivery models that reduce or maintain costs while improving the quality of care. The Center evaluates these models to determine their impact on spending and quality of care. A robust design of models' quality strategy and evaluation is critical for model expansion. The Center also has a new strategy focused on promoting prevention.

Key Responsibilities:

    Provide expert advice and input to the quality team on the use of specific quality measures aligned with model design.
  • Offer guidance on the design of cross-cutting guidance to model teams on implementation and incentives tied to quality measures.
  • Develop best practices for implementing prevention strategies into model design.
  • Recommend quality measures for use in model design, balancing fit for purpose, validity, potential need for re-specification, data collection, and burden issues.
  • Analyze and describe potential trade-offs in quality strategy design, including choice of measures and approach to incentives.
  • Comment on model design plans and briefings.
  • Provide feedback to Quality Leadership on quality measurement.
  • Offer expert advice and input on prevention strategies.
  • Advise on quality and prevention strategies as appropriate.


Qualifications

Required Qualifications:

  • PhD or MD with health services research/policy or health economics training.
  • 10+ years of relevant experience.
  • Experience with the design and evaluation of quality measures, including data sources used for quality measurement calculation such as claims, patient-reported data, and electronic health record data.
  • Familiarity with advising or setting policy or studying alternative payment models and Medicare or Medicaid payment policy.
  • Research experience is preferred.
  • Expertise and understanding of data collection related to electronic or digital clinical quality measures.

Preferred Qualifications:

  • Experience with quality improvement initiatives.
  • Strong analytical and problem-solving skills.
  • Excellent communication and collaboration abilities
