HJF is seeking a Lead Database Administrator to lead the design, implementation, and maintenance of the organization's database systems, ensuring optimal performance, security and compliance. This role will provide technical leadership and guidance to database administration staff, contributing to the strategic direction of database technologies within the research program. Manage Oracle Fusion Cloud applications and integrations, ensuring system security, performance and compliance.

This position will be in support of the Office of the Chief Information Officer.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.



  • Lead a team providing systems support on Azure, Oracle, and SAS databases and applications. Oversee the automation of backups, support processes, and database maintenance. Manage user accounts, roles, and permissions, ensuring security and compliance. Mentor team members in system health monitoring, performance analysis, and issue resolution.
  • Provide strategic direction to ensure proper integration of all systems, software, and operating systems. Oversee the development and maintenance of integrations with third-party systems and other enterprise applications. Guide Oracle Financial Cloud consultants in implementing customizations, enhancements, and fixes.
  • Lead software validation, especially for systems in regulated programs. Prepare and run test scenarios provided by systems vendors or others. Document results and obtain approvals when required. Develop reports and use developer tools such as Oracle Application Development Framework (ADF), Visual Builder Cloud Service (VBCS), SQL, PL/SQL, and Groovy scripting for Oracle SaaS extensions.
  • Provide direction to ensure the proper integration of all systems software and operating systems, compilers, utility programs, database management systems, etc.
  • For systems under change control processes, develop and maintain processes and ensure they are followed and documented. Collaborate with functional, development, and security teams on change management and incident resolution.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.


Supervisory Responsibilities



  • Assigned Lead: May recommend the following: employee hiring, disciplinary action, and starting salaries; provide input on employee performance evaluations.


Education and Experience



  • Bachelor's Degree is required.
  • Minimum of 9-10 years experience required.


Required Knowledge, Skills and Abilities



  • Expertise in database technologies for Oracle Fusion Cloud modules (HCM, ORC, ERP)
  • Experience with Oracle Integration Cloud (OIC) and web services (SOAP/REST)
  • Strong SQL, PL/SQL, and Groovy scripting skills
  • 9-10 years Azure, Oracle and other DBA level required. Development experience and/or SAS a plus
  • Proficiency with Oracle Fusion Middleware technologies (SOA, OSB, BPM)
  • Experience validating software systems, especially in a regulated environment (preferred - not required)
  • Ability to think strategically about data management
  • Advanced skills in troubleshooting and problem solving
  • Strong time management and multitasking abilities to prioritize competing demands
  • Ability to work effectively with other technical staff, developers and teams
  • Ability to lead a team, develop standards and mentor staff.


Licenses and Certifications



  • Oracle Certified Professional (OCP) or CompTIA DataSys+ preferred


Physical Capabilities



  • Ability to stand or sit at a computer for prolonged periods.


Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The annual salary range for this position is $130,000 - $160,000. Actual salary will be determined based on experience, education, etc.
