Department Overview

Technology Support applies technology to streamline and continuously improve our business processes. This division supports a wide range of functions including computer systems, software applications, databases, corporate web servers, local area networks, wide area networks, information security and audio visual equipment.

Primary Responsibilities

The Technology Support Unit Manager establishes and implements a strategy to provide the corporation with effective and cost-efficient support for Information Technology (IT) infrastructure and services. This could include one or more of the following functions: Server Engineering, Network Engineering, Database Administration, Network Operations Center, Support Center, Mainframe Systems, Enterprise Content Management, Procurement or Workstation Support. This excludes functional areas that fall under the Operations Services Management department. The Technology Support Unit Manager provides assistance to all areas of the corporation. Many areas are supported directly, where the customer directly interfaces with the staff. The incumbent must do research necessary to understand the technical aspects of assigned projects and make recommendations regarding such projects. The incumbent analyzes tasks throughout the Company and recommends enhancements that will improve productivity and/or availability. The incumbent interacts with all levels of management and with vendors regarding technical issues that affect the Company.

Additionally, the Manager of Cloud Engineering & Operations provides oversight and manages the team responsible for:

  • The design, deployment, and management of highly available and resilient cloud infrastructure, primarily in Azure and AWS
  • All cloud data center operations, including, but not limited to, compute, network, storage, and supporting cloud infrastructure
  • Developing and implementing cloud-specific policies and strategies for change management, capacity planning, lifecycle management, disaster recovery, and compliance, aligned with existing on-premises procedures
  • Establishing and enforcing cloud governance policies, including tagging standards, resource naming conventions, and cost optimization practices
  • Managing Infrastructure as Code (IaC) and automation practices using Terraform, Ansible, or other approved IaC solutions
  • Collaborating with Enterprise Architecture, Application Development, and Information Security teams to ensure cloud infrastructure aligns with business objectives
  • Managing vendor relationships, service level agreements, and cloud budget planning and forecasting
  • Monitoring and reporting on cloud performance metrics, availability SLAs, and capacity planning to support scalability and business continuity

The incumbent manages a budget between $1M to $10M. The Information Technology activities of capacity planning, performance tuning and securing information systems performed by this position have a far reaching impact on both the efficiency (cost) of mainframe, distributed and web-based systems as well as the ability of Blue Cross to reliably deliver the fundamental services that customers have purchased including claim, eligibility, premium income and inquiry resolution systems. This has a direct impact on Blue Cross' brand image and capacity to retain existing customers and acquire new ones.

The incumbent selects, trains, evaluates, and rewards direct reports within corporate, Human Resources, and department policies and guidelines, coordinating the efforts of exempt positions, which are direct reports. The incumbent also plans, organizes, directs, and budgets for department activities. Decisions are subject to review by the Department Manager. The incumbent supervises 10 to 20 exempt associates, and up to 15 non-exempt associates.

The Unit Manager reports to the Department Manager of Technology Support in the Technology Support Division. Direct reports could include any of the following: Server Engineers, Network Engineers, Database Administrators, Enterprise Desktop Management (EDM) Engineers, Automation Engineers
The incumbent (1) receives general direction from the Department Manager; (2) helps determine system capabilities and software purchases to best meet user needs; and (3) assists to determine appropriate levels of technical problem resolution and monitoring for the corporation as a whole and makes appropriate technology decisions in support of operational needs.

Summary of Qualifications

  • Bachelor's Degree
  • 5 years of experience in support of Workstation, Network Operations Center (NOC), Enterprise Content Management (ECM), IT Operations, Network Data or Voice, Server Hardware, Database, Mainframe, Application Development, Information Security, and/or IT Audit
  • Knowledge of computer hardware, software and peripheral equipment, including storage devices, printers, scanners, etc.
  • Experience interacting with customers, vendors, business areas, and multifaceted IT organizations
  • Good communication, time management, and project management skills
  • Experience prioritizing multiple tasks appropriately and effectively
  • 3 years of Blue Cross and Blue Shield of Alabama IT Infrastructure experience preferred
  • Experience/expertise in AWS, Azure, GCP, and hybrid cloud environments preferred
  • AWS Certified Solutions Architect / Azure Solutions Architect Expert certification preferred
  • Experience with automation tools such as Terraform, CloudFormation, Ansible preferred
  • Knowledge of Docker, Kubernetes, ECS, and related orchestration tools preferred
  • Familiarity with cloud security frameworks preferred
  • Experience with multi-cloud management tools and platforms that facilitate the management of multiple cloud environments preferred
  • Knowledge and/or experience managing complex budgets preferred
  • Leadership and/or participation in nationally recognized groups preferred
  • Experience with vendor relations, reviewing contracts and/or interacting with the Legal department preferred
  • Experience managing project level resources and coordinating work related activities of high-level technical experts preferred
  • Experience understanding and analyzing complex issues, problems and opportunities and making recommendations for solutions or improvements preferred

Work Location

The work location for this position will be hybrid (onsite/remote).
