Job Overview
Under the supervision of the Project Manager, the Administrative Specialist - III (AS-III) oversees the Administrative tasks assigned, and ensures the proper analytical assessment is conducted to effectively support the Government Administrative Lead Manager of a multifaceted International Programs (IP) Foreign Military Sales (FMS) Division. The AS-III will support a multi-disciplined team that executes critical aspects of program acquisition and Admin support and general operations for both active and closure candidate FMS cases. The AS-III will coordinate and execute Administrative tasks with skills and initiative to ensure Marine Corps Systems Command (MCSC) and The IP FMS customer meet critical acquisition and Admin milestones. IP is actively engaged in a myriad of FMS programs ranging from sales of Assault Amphibious Vehicles (AAV), Lightweight Counter Mortar Radars (LCMR), and Mine Resistant Ambush Protected (MRAP) vehicles, to providing sustainment support to international partners for legacy radar and air defense systems. The IP portfolio includes international agreements for the sale and transfer of defense articles and services to over 45 different foreign countries. Work Model: Onsite/In-Office
Responsibilities
Essential Duties & Job Functions:
The Administrative Specialist - III (AS-III) will provide administrative support to include:
- Meetings and Conferences. The contractor shall coordinate, prepare for, and participate in program reviews and meetings. Develop meeting agendas, assist with briefing charts, provide audio- visual setup, and administration. Provide meeting support, record, and publish minutes and action items.
- FMS Case Closure. The contractor shall review the inventory of FMS cases in supply/service complete (SSC) status, provide recommendations on case closure actions, identify issues hindering case closure, and prepare summary reports and metrics. Research contracts and funding document discrepancies, compare financial and logistics system data. This also includes management of FMS case files for closed cases and cases transferred to the FMS Policy Team.
- Collect and edit documents for foreign release. Task involves reformatting documents for release to foreign countries.
- Track document status until approved. Coordinate with various security specialists to track status and report status to the IP FMS international manager and during FMS meetings. Once documents are formatted for release, they are given to security offices to review. The documents must be tracked from initiation until final IP FMS approval. This requires knowing where documents are throughout each step of the approval process.
- Present current document status during selected FMS meetings.
- Collect and edit documents for foreign release. Task involves reformatting documents for release to foreign countries.
Accountable For:
- Establish and maintain effective working relationships with the customer in Admin and FMS Case Closure Team.
- Exercise sound independent judgment.
- Establish and maintain effective working relationships with all Government FMS and Chugach Team members.
- Communicate clearly and concisely, both orally and in writing.
- Understanding of Government contracts, correspondence, reports, and records.
- Keep the Project Manager apprised of unique situations and problems encountered.
- Harmoniously work with other Government and Chugach employees and customers.
- Prepare comprehensive and accurate Administrative Tasks and Administrative data and products, spreadsheets, charts, PowerPoint presentations, and timely submission of all reports and Administrative documents to meet established customer milestones regarding meetings, conferences, and FMS Case Closures.
Job Requirements
Mandatory:
- H/S Degree, GED.
- At least five (5) years of experience in performing Administrative tasks.
- Demonstrated ability and experience managing Administrative duties and supporting contracts or offices with similar scope of work and duties.
- Basic working knowledge of the FAR.
- Must be proficient in PowerPoint and Excel.
- Ability to operate office equipment and use Microsoft Office Suite, including Word and Access.
- U.S. Citizenship.
- Ability to obtain a Secret security clearance.
- Work may require occasional weekend work, evening work, CONUS and OCONUS travel.
- Must be able to successfully pass a pre-employment background check and pre-hire drug test.
Preferred:
- Bachelor's degree or three years of program Acquisition experience.
- Knowledge and experience in support of a government contract office, professional office environment, etc.
- Experience in graphic design.
- Prefer knowledge and proficiency with other like systems, such as the Microsoft Suite for presentations and displays.
- Customer service experience.
Working Conditions:
- This position is primarily performed in an office setting using standard office equipment (desk, computer, phone, printer, copier, etc.).
- Work may require occasional weekend work, evening work, and CONUS and OCONUS travel.
Physical Requirements:
- Work requires the ability to operate a computer and work in a standard office environment, effectively communicate information in verbal and written form, read and review information and charts, perform analytical thinking skills, and use sound judgement. Ability to sit, stand, walk for extended periods of time, and the ability to lift 50 pounds.
