SUMMARY

Montgomery County is seeking a strategic and visionary Chief Information Officer (CIO) to play a pivotal role in shaping the County's digital future. Reporting to the Deputy Chief Operating Officer, the CIO will serve as the County's senior-most technology executive-responsible for setting and executing a bold technology agenda that advances equity, transparency, and innovation for nearly one million residents.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Strategic Leadership: Develop and execute a county-wide IT strategy aligned with equity and service excellence.
  • Technology Infrastructure: Oversee all County hardware, software, and network systems, ensuring secure, reliable, and scalable technology services for staff and residents.
  • Cybersecurity, Privacy & Data Governance: Lead cybersecurity, privacy, information security, and data management efforts. Establish and enforce policies and practices that protect sensitive information, ensure privacy, and maintain compliance with all relevant regulations (e.g., CJIS, HIPAA).
  • Innovation & Digital Equity: Champion the design and delivery of inclusive, resident-centered digital services, with a focus on eliminating access gaps and promoting digital equity.
  • Data-Driven Governance: Advance analytics, open data, and performance management systems to improve policy and service outcomes.
  • Technology Policy: Develop and implement technology policies and standards that impact all County departments and agencies, including procurement, cybersecurity, data management, and the responsible adoption of emerging technologies (e.g., AI, automation).
  • Collaboration & Partnerships: Work closely with executive leadership, department heads, and external partners to advance the County's technology agenda and deliver high-impact solutions.
  • Fiscal Stewardship: Manage the ITS operating and capital budgets, aligning investments with long-term strategic objectives and ensuring cost-effective use of resources.
  • Talent Development: Build and mentor a high-performing, diverse IT team, fostering a culture of continuous learning, accountability, and innovation.

Ideal Candidate

The ideal candidate is a transformative leader with a strong background in enterprise IT strategy, change management, and team development. They bring deep technical expertise, excellent communication skills, and a commitment to equity and innovation in public service. Key attributes include:

  • Proven success leading enterprise-wide technology strategy, digital transformation, and organizational change within a complex organization.
  • Experience developing and executing enterprise IT strategies.
  • Skilled in managing and inspiring diverse technical teams.
  • Strong planning, prioritization, and administrative capabilities.
  • Knowledge of emerging technologies such as cloud computing, SaaS, data analytics, and AI.

QUALIFICATION REQUIREMENTS

  • Bachelor's degree in IT, Computer Science, Public Administration, or a related field (Master's preferred).
  • 15+ years of progressively responsible IT leadership experience, including 5+ years at the senior/executive level within a large, complex organization.
  • Deep understanding of enterprise IT strategy, governance, and operations.
  • Expertise in cybersecurity and risk management frameworks (e.g., NIST, CJIS, HIPAA).
  • Knowledge of cloud computing, SaaS solutions, data governance, and emerging technologies such as AI and automation.
  • Proven ability to manage significant operating and capital budgets and ensure responsible fiscal stewardship.
  • Familiarity with IT service management best practices and enterprise architecture principles.
  • Strong preference for public-sector or civic technology experience; equivalent private and nonprofit experience will be considered.
  • Experience overseeing both hardware and network infrastructure in a complex organization.
  • Experience developing and implementing organization-wide technology policies.

Preferred Certifications
  • Certified Government Chief Information Officer (CGCIO), Certified in Governance of Enterprise IT (CGEIT).
  • Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM).
  • Project Management Professional (PMP), ITIL 4 Foundation.
  • TOGAF, Certified in Risk and Information Systems Control (CRISC).
  • Candidates with substantial executive leadership experience in IT strategy, governance, and operations may be considered in lieu of certifications.
