Position Overview
QinetiQ US seeks an experienced Senior Management Analyst to provide professional services contract support to a federal law enforcement agency clientthe LESA Deployment and Transformation (D&T) Unit in advancing law enforcement systems programs, analysis, and operations. This strategic role combines program management expertise with deep knowledge of systems engineering, business intelligence, and organizational transformation. The ideal candidate will lead cross-functional teams while providing subject matter expertise on acquisition lifecycle frameworks, data visualization platforms, and strategic planning initiatives that strengthen law enforcement capabilities nationwide.
Responsibilities
Strategic Program Leadership
Lead multifunctional project teams supporting agency transformation programs and deployment initiatives
- Provide strategic advisory support on organizational initiatives that strengthen policy, process, and protocol management for law enforcement systems
- Identify, plan, and implement strategic initiatives aligned with executive leadership goals and agency mission requirements
- Foster innovation and continuous improvement culture within project teams focused on law enforcement system modernization
Systems and Technology Expertise
- Support Acquisition Lifecycle Framework (ALF) and Systems Engineering Lifecycle (SELC) implementation across D&T programs
- Provide subject matter expertise on business intelligence and data visualization tools including Power BI, ServiceNow, Tableau, and Qlik
- Develop and oversee standardized test plans and scripts for universal acceptance testing of new law enforcement systems
- Support cloud computing initiatives on platforms such as ServiceNow, Salesforce, Appian, AWS, and Azure
Program Management and Analysis
- Organize and track agency tasks of varying complexity using automated solutions (JIRA, integrated master schedules, SharePoint, Visio)
- Develop project and system Key Performance Indicators (KPIs) and metrics demonstrating impact to law enforcement operations
- Prepare comprehensive analysis and reports utilizing data from agency systems
- Assess programmatic activities and outcomes, providing actionable recommendations for improvement
Stakeholder Engagement and Communication
- Build and maintain relationships with diverse subject matter experts across law enforcement and technology domains
- Translate complex technical concepts and mission-related policies into clear, actionable guidance for federal stakeholders
- Support planning and transition of agency system data to enable dashboarding and reporting across agency units
- Facilitate communication between federal staff, contractors, and executive leadership on strategic priorities
Team Development and Collaboration
- Provide guidance, mentorship, and support to team members, facilitating professional growth and career development
- Work collaboratively with both federal and contract personnel in support of agency strategic objectives
- Anticipate project needs and coordinate priorities to ensure seamless execution of transformation initiatives
Required Qualifications
Education and Experience
- Bachelor's degree in business, engineering, information systems, public administration, or related field, with 15+ years of relevant experience
OR - PMP certification preferred
Professional Experience
- 10+ years of experience supporting federal customers in program management, operations, or technical leadership roles
- Minimum 5+ years supporting law enforcement, national security, or related mission-critical federal programs
- At least 2 years managing diverse, cross-functional teams in collaborative environments
- Experience leading organizations through digital transformation and system modernization efforts
Technical and Analytical Skills
- Demonstrated experience with business intelligence platforms (Power BI, Tableau, ServiceNow preferred)
- Proficiency in project management methodologies and tools (ALF, SELC knowledge preferred)
- Ability to quickly research, analyze, and understand complex law enforcement and technical mission requirements
- Experience developing KPIs, metrics, and performance measurement frameworks

- Strong analytical and problem-solving skills with exceptional attention to detail
- Experience in federal management consulting, public policy, or law enforcement support roles

- Must have demonstrated experience explaining complex technical concepts in plain language to federal government clients
Security Requirements
- Ability to obtain and maintain appropriate federal security clearance
- Background investigation required
- Must be U.S. citizen
Preferred Qualifications
Specialized Experience
- Direct experience supporting law enforcement transformation, deployment, or training programs
- Knowledge of instructional design principles (ADDIE, SAM) and adult learning methodologies
- Experience with User Acceptance Testing (UAT) processes and change management initiatives
- Background in data analytics, dashboard development, or business intelligence reporting
Technical Skills
- Familiarity with cloud platforms and modern software development lifecycle practices
- Experience with knowledge management systems and training content development
- Understanding of UI/UX principles and system usability assessment
Leadership and Communication
- Exceptional presentation skills and ability to brief senior federal leadership
- Strong writing acumen with experience developing executive-level reports and communications
- Proven track record building relationships with federal clients and managing stakeholder expectations
- Ability to navigate complex organizational dynamics and mitigate project risks
Mission Alignment
- Understanding of federal law enforcement operations, challenges, and modernization needs
- Experience supporting organizational change management in government environments
- Knowledge of federal acquisition processes and compliance requirements
Additional Requirements
- Candidates may be required to provide writing samples demonstrating analytical and communication capabilities
- Willingness to travel occasionally to support agency deployment and training activities
- Flexibility to adapt to evolving mission requirements and emerging technologies in law enforcement systems
