Management and Engineering Technologies International, Inc. (METI) is a leading government contracting firm providing professional, engineering, and technical services to a range of U.S. federal agencies. We are currently preparing a proposal submission for an upcoming opportunity with the U.S. Coast Guard and are seeking a highly qualified Business Financial Analyst to support operations at the Surface Forces Logistics Center (SFLC) in Alameda, CA, specifically with the Long-Range Enforcer Product Line (LREPL).

The Business Financial Analyst will play a critical role in supporting the Coast Guard's LREPL team by delivering comprehensive financial, operational, and programmatic analysis. This position integrates program performance insights with budgetary oversight to help drive effective decision-making and ensure mission readiness.

The selected candidate will be responsible for analyzing operations, tracking maintenance projects, evaluating budgets, and developing financial reports using enterprise-level systems and advanced analytical methods.

Note: This position is contingent upon contract award. By expressing interest, candidates agree to be considered for inclusion in METI's proposal submission to the government.


Duties:

  • Data Analysis & Process Evaluation

    • Use advanced qualitative and quantitative methods to assess the effectiveness and efficiency of LREPL's programs, operations, and financial processes.
    • Extract, interpret, and analyze data from enterprise systems such as FLS, NESSS, FSMS, IBM COGNOS, and CWD to identify trends, risks, deferred projects, maintenance needs, and budgetary accuracy.


  • Project & Maintenance Tracking

    • Monitor and track project progress and milestones.
    • Create and maintain records related to Hull, Machinery, and Electrical (HM&E) maintenance and repairs.
    • Update IT systems to support data collection, project reporting, and cost analysis.


  • Program Evaluation & Reporting

    • Conduct reviews to evaluate project and program achievements, budget compliance, and contract deliverables.
    • Prepare and present monthly, quarterly, and annual reports, including metrics, lessons learned, and performance dashboards.


  • Strategic Planning & Budget Support

    • Participate in acquisition and planning meetings.
    • Contribute to strategic decision-making with analysis of contract growth, unplanned maintenance costs, and cost trends across equipment and platforms.
    • Provide input into the Affordable Readiness Budget and analyze how funding levels impact vessel availability and mission planning.


  • Financial Oversight & Reconciliation

    • Reconcile and maintain accuracy across multiple financial systems (FLS, FSMS).
    • Prepare detailed financial reports on a weekly, monthly, and quarterly basis.
    • Address discrepancies and validate financial accounts, ensuring accurate reflection of both single and multi-year funding streams.


  • Commitment & Obligation Tracking

    • Research and validate open commitments, TNYOPs, and open obligations (OOVAs), and provide recommendations for corrective actions.
    • Support reconciliation of prior-year Operating Expenses (OE) and Procurement, Construction, and Improvements (PC&I) accounts.


  • Fiscal Year Close-Out Support

    • Assist with fiscal year-end activities including document research, funding validation, and ad hoc data calls.
    • Generate reports for programmatic and financial reviews to support ongoing mission readiness.





Qualifications

  • Minimum of 7 years of relevant experience in operational, financial, and data analysis, specifically aligned with the responsibilities listed above.
  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field is strongly preferred.
  • In-depth knowledge of naval engineering business processes and experience using Coast Guard enterprise IT systems, including:

    • Fleet Logistics System (FLS)
    • Financial System Modernization Solution (FSMS)
    • Naval & Electronics Supply Support System (NESSS)
    • IBM COGNOS
    • Contract Workbook Database (CWD)


  • Advanced proficiency in Microsoft Office Suite, particularly:

    • Excel (including pivot tables, formulas, charts)
    • PowerPoint, Word, Project, Teams, Office 365


  • Strong analytical and problem-solving skills, with the ability to synthesize large datasets into actionable insights and recommendations.
  • Excellent written and verbal communication skills.
  • U.S. Citizenship and the ability to pass any necessary background investigations for federal contract work.
