Position Overview

QinetiQ US is seeking an experienced Program Control Finance Lead to support the Program Management Office (PMO). This role will serve as a critical partner to program leadership, providing end-to-end financial and business management expertise. The successful candidate will bring proven experience in cradle-to-grave financial management, including program initiation, execution, and sustainment, with specific emphasis on Firm Fixed Price (FFP) contract management, subcontract oversight, and reconciliation of complex program financials.

This contract is large-scale, multi-faceted, spanning multiple years, multiple locations, and requiring comprehensive reporting, tracking, and oversight of hardware system integration, delivery, and sustainment.



Responsibilities

    Provide cradle-to-grave financial management across program initiation, planning, execution, and sustainment, ensuring compliance with company and customer requirements.
  • Lead financial planning, forecasting, budgeting, and execution for FFP, cost-plus, and T&M contracts, with emphasis on hardware system integration, delivery, and sustainment.
  • Maintain project baseline budgets; update Estimates at Completion (EACs) and alert management to significant variances, preparing justifications as required.
  • Lead comprehensive EAC management, including baseline development, EAC updates, and scenario planning for financial risk mitigation.
  • Produce monthly financial management reports, tracking by CLIN, travel, reimbursables, subcontract costs, and billings.
  • Create and manage monthly invoices to include FFP milestones and reimbursable expenses.
  • Perform invoice reconciliation to ensure billing accuracy, identify discrepancies, and resolve issues with subcontractors, vendors, and customers.
  • Oversee and reconcile subcontractor financials, ensuring compliance, timely payments, and accurate reporting.
  • Prepare detailed variance analyses for program management, identifying root causes, corrective actions, and impacts on overall program performance.
  • Support program execution reviews, customer status meetings, and PMO financial inquiries with accurate data and analysis.
  • Provide financial support to Integrated Product Teams (IPTs), technical working groups, and program reviews.
  • Partner with program managers to ensure cost, schedule, and performance integration, supporting Earned Value Management (EVM) processes where applicable.
  • Assist in contract modifications, funding actions, and prepare required financial documentation.
  • Ensure compliance with federal regulations and company policies; resolve financial reporting and audit issues with government stakeholders.
  • Serve as a subject matter expert on complex financial analysis, program initiation, and execution strategies for large-scale contracts.
  • Manage and grow a team of finance professionals


Required Qualifications

  • BS/BA in Finance, Accounting, Business, or related field (advanced experience may substitute for degree).
  • 10+ years of progressive financial management experience supporting large-scale defense or federal programs.
  • Demonstrated experience with:
    • Cradle-to-grave program financial management including initiation and execution.
    • Firm Fixed Price (FFP) program execution, particularly for integration, delivery, and sustainment of hardware systems.
    • Subcontract management and financial reconciliation.
    • EAC management, invoice reconciliation, and variance reporting.
  • Familiarity with DoD program management and reporting requirements.
  • Strong working knowledge of Deltek Costpoint, TM1, Microsoft Office, and SharePoint.
  • Proven ability to lead financial planning, analysis, and reporting for complex, multi-year programs.
  • Excellent communication, collaboration, and stakeholder engagement skills.
  • Active Secret clearance (or higher) or the ability to obtain and maintain a clearance
