This position has overall authority and responsibility for the planning, coordination, execution, and monitoring of a high-value shipbuilding program to support the successful construction and transition to operations of the vessel(s) into government service. The Program Manager (PM) will provide leadership and integration of a multidisciplinary team of in-house and subcontracted resources to support overall program objectives, including cost, schedule and performance goals. This position will be responsible for monitoring and measuring risks against the project baselines and will have primary authority over mitigation decisions that impact overall project financials and schedule. Contract compliance and consistent government reporting are key responsibilities. Main Duties and Responsibilities:
- Promote the TOTE Services safety culture and adhere to all safety guidelines while conducting daily activities. Make safety a priority in everything we do.
- Manage a broad group of in-house and subcontracted resources to achieve overall program requirements, including design development, vessel construction, and warranty.
- Support the hiring of key administrative and technical positions to develop and sustain a team of high-performing subject matter experts. Provide strong leadership and guidance to the organization.
- Interface directly with the Government customer on matters related to contract requirements and project execution, as well as overall budget, planning, schedule, and performance.
- Provide formal progress reporting to the Government at required intervals, which includes frequent updates on project status, key risks, contract issues, and other matters.
- Maintain contractual alignment between TOTE Services' prime contract with the Government and the commercial shipyard subcontract, as well as other key subcontract relationships.
- Verify that subcontractors are adhering to all requirements in their statement of work, that deliverables are timely and accurate, and that overall quality and performance meets TOTE Services' and Government expectations.
- Responsible for risk management, which includes supporting assessments of technical, cost, and schedule risks; identifying plans to mitigate threats or take advantage of opportunities; and tracking plans to closure.
- Execute the change management process; support the development of technical change packages that include design information, proposed contract language, cost and schedule impacts, and any resource adjustments.
- Support the technical team with achieving vessel design and system engineering requirements, including the development of a shipyard contract design package, configuration management, cybersecurity, logistics products, and other key deliverables.
- Support the development and negotiation of the shipyard contract to verify adherence with all Government requirements.
- Maintain strong relationships with ABS and USCG to resolve complex regulatory issues.
- Work directly with the TOTE Services controller on financial forecasting and monitoring. Support the development and sustainment of financial models to inform the organization about how project changes will impact the company's overall financial performance.
- Represent TOTE Services at all major program engagements and maintain outcomes, field concerns, address any deviations and provide for contractual changes or corrective actions.
- Verify compliance with all Federal Acquisition Register (FAR) clauses applicable to the contract and track ongoing compliance using TOTE Services' contracting system.
Education and Experience:
- Bachelor's degree in Naval Architecture, Marine Engineering, Construction Management, Business Administration, Shipyard Management, or related field from an accredited university or a State/Federal Maritime Academy.
- 8+ years of applicable program management experience in marine construction management and/or marine project execution is required; experience with complex U.S. Government shipbuilding programs preferred.
- Professional Engineer (PE) and/or a Project Management Professional (PMP) certification is preferred.

- Must be eligible to possess DOD SECRET security clearance.
