Description

The Facilities Maintenance and Safety Manager (FMSM) is responsible for maintaining facilities and work site; performing equipment inspections, leading safety at worksite to ensure safe operation of railroad related services, passenger activities, and facility personnel for the location. The job expectations are to help, educate, train, and comply with all aspects of running the business in a safe and efficient manner. This position will also be responsible for performing facility maintenance and leading safety. This position is employed by an affiliated company of Patriot Rail.

ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Ensuring health and safety is the number one goal by following policies, processes and acting in a safe manner at all times
  • Ensures passenger car equipment and site facilities and equipment are in proper working order
  • Services passenger car equipment as needed to include watering and assisting with flushing of other systems
  • Performs regular audits of facilities and site to ensure safety and upkeep to ensure clean, safe facility
  • Security of location to ensure all areas and equipment are properly locked and secure
  • Make minor repairs and perform routine maintenance to buildings and structures, pathways on site, and passenger cars
  • Communicate, document and identify and implement proper solutions to all potential risk and safety hazards to management in a timely manner
  • Help ensure and maintain a safe work environment for all employees and passengers
  • Schedules and works with Contractors on projects or specialty items as needed
  • Helps to manage and decorate trains and properties during certain times of year as required by management and operational needs
  • Respond to emergency calls for maintenance if needed



ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Develop, implement and monitor effective processes and programs intended to reduce safety risk to Company employees and other stakeholders
  • Develops, reviews and updates safety and health programs and procedures.
  • Promotes a culture of compliance to regulations, standards, procedures and risk management throughout the organization.
  • Support departmental objectives, while adhering to the Company vision, as well as local safety and environmental policy and procedures.
  • Assists in measuring safety performance of employees and communicating performance to management
  • Helps establish updates and conduct safety program orientation and training for new and current employees
  • Oversees and participates in the safety inspection/ audit program / efficiency testing
  • Identifies and analyzes recognized workplace hazards and implements corrective actions to minimize occurrence and severity of incidents and injuries
  • Performs incident investigations and assists in reviewing, auditing and revising procedures
  • Conducts and assists with regularly scheduled safety meetings at facility location.
  • Continually pursues increased knowledge, skills and professional development
  • Monitors OSHA, DOT and EPA requirements on an ongoing basis to ensure Company compliance with applicable regulations and evaluate impact to the organization
  • Additional duties as assigned


  • Supervise all staff facilities external contractors' staff (custodians, technicians, groundskeepers etc.)
  • Control activities like parking space allocation, waste disposal, building and site security etc.


EDUCATIONAL REQUIREMENTS:



  • High School diploma or equivalent required
  • Minimum of three (3) years related experience in safety field operations required
  • Knowledge of industrial facility codes and practices preferred
  • Wear protective equipment including hearing protection, safety steel-toe boots or safety glasses.
  • Proven ability to successfully implement policy, programs or directives
  • Excellent verbal and written communication skills
  • Excellent organizational skills and strong attention to detail
  • Ability to develop and maintain a positive attitude towards safety within all levels of the organization
  • Strong coaching, training and motivational skills; ability to lead a team
  • Strong knowledge of requirements of 29 CFR 1910 (Occupational Safety and Health Standards)
  • Detailed working knowledge of DOT, EPA and RCRA and other applicable industry environmental, health and safety regulations preferred
  • Experience with Word, Excel, PowerPoint computer applications
  • First Aid and CPR Certified preferred
  • Must pass a background screening
  • May require a post-offer medical examination, including a health questionnaire, drug and physical capabilities test
  • Valid Driver's License

PHYSICAL DEMANDS/WORK ENVIRONMENT:



  • Medium to heavy work, lifting up to 50 pounds occasionally and up to 80 pounds.
  • Stoop/bend/kneel/crouch/crawl/balance/climb.
  • Work in cramped, confined, enclosed, or awkward places at times.
  • Ride on the outside of rail equipment for periods of time if needed
  • Walk long distances over uneven terrain if needed
  • Demonstrate auditory and visual acuity/tracking/inspection
  • Work outside in all weather conditions
  • On call 24 hours a day, 7 days a week, if needed. Normal Work week will be We-Su but may be adjusted as needed by management.
