POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Part-Time Construction Services Specialist will support the Tenant-6 fit-out project within FEMA Building 401 (B401) at the Mount Weather Emergency Operations Center (MWEOC). This position requires an active Virginia Class A State Construction License and provides professional construction oversight and execution services in accordance with the Contract Documents, CLIN amendments, and approved change orders.


PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):



  • The selected individual will perform duties on a part-time, hourly basis to assist with interior fit-out construction of approximately 7,000 SF of Class-A office space, including circulation areas, offices, conference rooms, communications rooms, support areas, ceilings, lighting, raised access flooring, cable/power distribution, furniture installation, and architectural finishes.
  • Provide professional construction services in alignment with contract specifications, drawings, and applicable codes.
  • Oversee or execute elements of the interior tenant fit-out work, ensuring compliance with all safety, quality, and security requirements.
  • Support coordination of subcontractors, trades, and vendors as needed for project execution.
  • Conduct periodic inspections to verify workmanship and adherence to project documents.
  • Ensure control and safeguarding of all For Official Use Only (FOUO) information and comply with DHS security directives.
  • Maintain required records and provide status updates to project leadership.
  • Assist with issue resolution and implementation of approved change orders.



$50.82 to $62.67 Per Hour

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Must hold an active Virginia Class A State Construction License (required).
  • Minimum 5 years of relevant construction experience, preferably in federal or secure facilities projects.
  • Demonstrated knowledge of interior fit-out construction methods, materials, and best practices.
  • Ability to read, interpret, and apply construction drawings, specifications, and contract documents.
  • Familiarity with federal project protocols, including safeguarding FOUO information.
  • Strong communication, coordination, and problem-solving skills.
  • Ability to work independently on a part-time, flexible schedule environment.
  • This project is Unclassified (U), but involves handling of For Official Use Only (FOUO) information.
  • Employee must sign a DHS Non-Disclosure Agreement prior to receiving access to FOUO.
  • Must comply with DHS Directive (MD 11042.1) and FEMA ASB guidance regarding safeguarding sensitive information.
  • Hourly rate commensurate with experience and license qualifications.
  • Part-time position with flexible scheduling based on project needs.
