The Broward County Board of County Commissioners Transportation Department is seeking qualified candidates for the position of Transit Manager in the Compliance and Small Business Section.

The Broward County Transportation Department, a public transportation agency under the Broward County Board of Commissioners based in Fort Lauderdale, Florida, offers fixed-route, paratransit, community shuttle, and micro transit services within Broward County, as well as certain services to the neighboring counties. In addition, BCT will implement other modes of transit to become a multimodal agency with commuter rail, light rail, bus rapid transit and high-frequency bus service to our transit network.
General Description
The Transit Manager of the Compliance Section is responsible for the development and implementation of compliance strategies and planning for the Broward County Transportation Department. This position works independently and reports major activities through periodic meetings with the Assistant General Manager (AGM) of the Administration Division. The Transit Manager of Compliance manages a staff of professional, technical, and clerical support personnel and monitors all department program and grant activities for compliance with federal, state, and local regulations including:

* Americans with Disabilities Act of 1990 (ADA)
* Disadvantaged Business Enterprise Program (DBE)
* Equal Employment Opportunity (EEO)
* Title VI (Service/Delivery Benefits)
* Federal Transit Administration (FTA) Drug and Alcohol Testing programs
* Workers' Compensation claims
* Compliance Reviews and Audits
* Freedom of Information Act (FOIA) requests for the Division and other assigned areas
* Multi-Union environment experience, Collective Bargaining, Labor Relations, Grievance Administration, Negotiation, and Arbitration.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business, transportation, or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years in transit management, compliance administration, and the development and implementation of associated processes or closely related experience including two (2) years of supervisory experience.

Special Certifications and Licenses Required
Possess and maintain a valid Florida Class E Driver's License for duration of appointment and maintain authority to drive for County business.
Preferences
  • Master's Degree
  • Doctorate Degree
  • Drug and Alcohol Certification
  • Compliance Admin Certification (CCA); Master Compliance Admin (MCA); or Executive Certified Masters Compliance Admin. (ECMCA)
  • Title VI and Public Transit Certification
  • 5 or more years experience managing Disadvantaged Business Enterprise (DBE) Programs
  • 5 or more years experience in ADA regulations, FTA Title VI Compliance, or EEO Investigations and Reporting Requirements
  • 5 or more years experience in PeopleSoft, Human Resource Policies, Workers' Compensation, or Collective Bargaining Agreements within a unionized environment
  • 5 or more years experience in Department of Transportation (DOT), Federal Transit Administration (FTA) Regulations, or Drug and Alcohol Programs
  • 5 or more years experience navigating Federal, State, or Local Audits



DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Provides direction with regard to employee issues and emergency management; ensures compliance for facilities and employees as well as public safety concerning transportation management.

Develops and implements compliance strategies and plans for Broward County Transit.

Develops policies, standards, and methods to process and implement reporting and audit procedures to measure the effectiveness of Civil Rights plans, such as DBE, Title VI, ADA, and EEO programs.

Administers compliance of established requirements with FTA programs, such as Drug and Alcohol, ADA, Title VI, EEO, Disadvantage Business Enterprise (DBE).

Oversees the preparation of position statements for transit employee charges of discrimination filed internally or with the Equal Employment Opportunity Commission (EEOC).

Promotes efficient function procedures thought standardization, process improvement, simplification and implementation of new operating systems.

Reviews all transit procurements for contract compliance with FTA and County requirements.

Monitors and adheres to FTA, Florida Department of Transportation (FDOT), and other reporting schedules and works in collaboration with various governmental agencies including regional transit systems.

Serves as the Transportation Department liaison to FTA, FDOT, other Broward County departments, elected officials, the general public, and the media.

Attends pre-bid meetings to explain FTA program requirements and advise on ADA issues relating to transit service.

Coordinates and collaborates with other divisions for internal audits/reviews preparedness.

Collects required data to perform analyses for reporting purposes, and initiates corrective action.

Navigates in a multi-union environment, with knowledge of collective bargaining, labor relations, grievance administration, negotiation, and arbitration.

Reviews and stay informed on local, state, and federal policy changes that affect Broward County Transportation Department operations.

Interacts regularly and routinely with other units within the department such as Operations, Customer Experience, Safety & Security, Finance, Capital Infrastructure and other agency divisions, including interaction with County agencies such as Purchasing, County Attorney, Enterprise Technology Services, Accounting, and others.

Develops Key Performance Indicators (KPIs), sets goals, monitors progress, provides reports and proposes solutions.

Manages section staff, providing guidance and direction, and completes performance evaluations.

Establishes and maintains effective working relationships with all Transportation divisions and other agencies throughout Broward County.

Travels to field locations to perform duties such as supervision, performance management, and training.

Performs related work as assigned.
