About the Role:

As a senior consultant - independent verification and validation (IV&V) lead in the Policy and Program Strategic Solutions practice area, you will collaborate with team members to conceptualize, deliver, and support our clients through today's ever-changing healthcare landscape. NYSTEC is considered a trusted advisor, providing subject matter expertise and connecting the dots for our clients. NYSTEC has consulted on some of the largest Medicaid initiatives and has served in various roles across a multitude of New York State healthcare technology systems.

Work products must be thorough, accurate, appropriately documented, and comply with established criteria. You will ensure that duties are performed in a competent and professional manner that meets delivery schedules as outlined.

This is currently a hybrid position. You will be required to work in-person at the NYSTEC office a minimum of twice per month. While the day-to-day work follows a regular work schedule, this position does require working after-hours and late hours several times a year to conduct testing outside of user business hours (i.e., for application updates, security updates, disaster recovery testing, etc.).


Key Responsibilities

  • Provide leadership to a small team of IV&V professionals, including:
  • Providing coaching, mentorship, oversight, and training.
  • Communicating effectively, resolving conflict, and recognizing performance.
  • Fostering teamwork.
  • Analyze technical specifications to conduct IV&V for new system features, as well as regression testing for in-place features for the Uniform Assessment System for New York (UAS-NY) and associated applications and operating systems.
  • Create comprehensive test plans that cover all testing scenarios (both the happy path and associated incorrect actions), including identifying potential risks and creating recommendations for mitigation.
  • Lead in developing and refining the IV&V methodology for designing the right mixture of manual and automation tests to deliver a quality application effectively and on time.
  • Manage post-release efforts, including defect management.
  • Lead and develop smoke testing for application deployment and other ad hoc efforts.
  • Run Structured Query Language (SQL) database queries and perform data analysis.
  • Work closely with New York State agencies to conduct disaster recovery drills and associated testing.
  • Communicate and collaborate effectively within the team and with partner vendor teams to test, troubleshoot, and solve complex issues.
  • Create project plans to keep the IV&V team on track and in step with the team's overall project planning and roadmaps.
  • Create key project documentation, including process documents, system manuals, defect tracking, and more.
  • Prioritize testing needs with competing priorities.
  • Work closely with the project team and external stakeholders to ensure that key project milestones are achieved in a timely manner.


About you:
Required Qualifications

  • Knowledgeable and practiced in all aspects of the information technology system development life cycle (SDLC) processes.
  • Ability to deliver client business value as an IV&V consultant by presenting findings and issues to technical and policy stakeholders in a professional manner, using a data driven approach.
  • Self-driven in looking for ways to contribute, with attention to detail and a focus on quality and comprehensive testing.
  • Strong writing, documentation, communication, and analytical skills to meet project goals.
  • Experience as a project coordinator or project manager.
  • Ability to innovate and lead change, be a creative problem solver and strategic thinker, and to recognize and develop opportunities to grow and develop the application and testing process in response to client request and changing work environments.
  • Proficient with the Microsoft Office suite of products.
  • Proficient with the Micro Focus Unified Functional Testing (UFT) tool.
  • Proficient with SQL and the ability to create and run database queries.
  • Excellent organization and planning skills.
  • Ability to develop relationships with stakeholders and to understand their needs through excellent listening and effective written and verbal communication.


Education and Experience

  • A bachelor's degree and three years of related
  • An equivalent combination of advanced education, training, and experience will be considered.


The pay range for this position is $79,793.00 to $109,716.00 per year. When determining compensation, we analyze and carefully consider several factors, including skill set, experience, location, and job-related qualifications.
