Stellar Solutions is seeking a highly experienced Senior Budget Analyst to provide direct financial management support to the United States Space Force's Space Systems Command (SSC). This role involves hands-on work with defense acquisition funding, budget formulation and execution, and financial reporting across a wide portfolio of space-related programs.



Role/Responsibilities/Qualifications

As a trusted advisor to our DoD customers, you will help shape fiscal strategies, ensure compliance with PPBES guidelines, and support high-visibility space acquisition efforts.

Key Responsibilities:

    Budget Formulation
    • Prepare and review Program Objective Memoranda (POM), spend plans, and funding profiles.
    • Align funding requirements with mission needs and lifecycle planning.
  • Budget Execution
    • Track, manage, and reconcile expenditures against approved budgets.
    • Process transactions using financial systems such as FM Suite and WAWF.
    • Maintain compliance with fiscal law and appropriations policies.
  • Financial Analysis & Reporting
    • Conduct detailed analysis of funding needs, obligation rates, and burn rates.
    • Prepare financial reports, dashboards, and briefings for senior government stakeholders.
    • Leverage data insights to drive decision-making and resource reallocation.
  • Stakeholder Engagement
    • Collaborate with SSC program offices, Comptroller staff, and external stakeholders.
    • Translate technical program requirements into financial impacts.
  • Policy and Process Improvement
    • Recommend enhancements to budget execution workflows and tools.
    • Monitor changes to DoD financial policy and ensure process alignment.

Required Skills:

  • Bachelor's degree in Business, Finance, Accounting, Engineering, Economics, or a related field
    (An additional 6 years of relevant experience may substitute for the degree requirement)
  • 8+ years of direct DoD Financial Management experience
  • 6+ years supporting space programs (SSC or legacy AFSPC highly desirable)
  • 3+ years of experience with CCAR (Comprehensive Cost and Requirement)
  • 3+ years of hands-on work with FM Suite and WAWF systems
  • 5+ years proficiency with Microsoft Office tools (Excel, PowerPoint, Word)
  • Familiarity with PPBES, Defense Finance and Accounting Service (DFAS) practices, and OMB regulations


Desired Skills:

  • Master's degree in Business Administration, Finance, Public Policy, or a related field
  • Prior experience working within or alongside Space Systems Command (SSC)
  • Working knowledge of Federal Acquisition Regulation (FAR) and DoD 5000 series
  • Excellent verbal and written communication skills
  • Ability to manage competing priorities and deliver under deadline

Security Clearance & Other Requirements:

  • An active SECRET clearance is required to be considered
  • TS/SCI eligibility and program access is strongly preferred
  • Position is located at Los Angeles AFB, CA - Note: Position can be hybrid with travel expected to be 25% or less.

Compensation:

The typical salary range for this position is USD $140,000 - $170,000 per year. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. In addition to salary, this position is also eligible for a discretionary annual performance bonus, profit sharing / retirement plan and other benefits (all in addition to annual base salary).



Deliverable(s)

Deliverables could be in the format of a report, software file, briefing, spreadsheet, or other document as directed by the Government, using government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high quality, professional manner.
