Job Summary

The Chief Operating Officer (COO) serves as a key member of F3EA's executive leadership team, overseeing daily operations, implementing the company's strategic vision, and ensuring the delivery of exceptional solutions to U.S. Government and Special Operations Forces (SOF) customers. The COO drives operational excellence across all divisions-Human Resources, Program Management, Logistics, Finance, and Business Development-ensuring alignment with F3EA's core values: Excellence, Trust, Professionalism, Expertise, and Integrity.

This role requires a results-driven leader with a proven track record in government contracting, preferably in the defense, intelligence, or special operations sector, who can operate in a high-tempo environment and lead teams delivering complex, mission-critical solutions.

Roles and Responsibilities Strategic Operational Leadership
  • Partner with the CEO to develop and execute strategic goals, growth initiatives, and operational priorities.
  • Oversee day-to-day company operations, ensuring seamless coordination across all business functions.
  • Drive process improvement and efficiency initiatives to enhance organizational performance and profitability.
  • Monitor performance metrics and implement corrective actions where needed to ensure contract compliance and customer satisfaction.
  • Develop and implement operational plans aligning with the company's mission and strategic vision, particularly in special operations program support.
  • Translate the CEO's vision into actionable, results-driven strategies across contracting programs and operational teams.
Talent Management & Team Leadership
  • Lead, mentor, and develop senior leaders and department heads, fostering a high-performance culture.
  • Ensure workforce alignment with company values and mission priorities.
  • Foster a culture of quality, transparency, collaboration, accountability, and continuous improvement.
Operational Efficiency & Risk Management
  • Streamline workflows, optimize supply chains, and implement best practices to increase operational effectiveness while minimizing risk.
  • Oversee compliance with statutory, regulatory, and safety requirements in dynamic, high-tempo environments.
  • Manage resource allocation to meet operational and strategic objectives.
Program & Project Oversight
  • Provide executive leadership to the PMO Director and support him to manage multi-program portfolios, projects, and programs ensuring on-time and on-budget delivery.
  • Lead cross-functional teams to execute high-value proposals, RFP responses, and task orders for federal clients.
Business Development & Client Relations
  • Oversee business development initiatives, identifying and securing new federal contract opportunities, especially those supporting special operations communities.
  • Serve as a liaison with key government clients, regulatory agencies, and strategic partners.

Required Qualifications and Education
  • Prior military service in Special Operations or senior-level civilian experience supporting SOF missions.
  • Minimum of ten years' experience managing multi-disciplinary teams within one or more functional areas
  • Minimum of ten years' experience serving in the military or working as a US Federal employee, or US Federal Contractor
  • Master's degree or higher from a regionally accredited university
  • Experience leading in high-tempo, expeditionary environments with CONUS and OCONUS operational demands.
  • Demonstrated success in scaling operations while maintaining quality and compliance.
  • Strong network within USSOCOM, USASOC, NSWC, MARSOC, AFSOC, or interagency partners.
  • Prior experience implementing a new program; including staffing, systems/tools, processes, managing deliverables, and reporting
  • Previous experience building a business case that results in substantial investment
  • Strong interpersonal skills; able to work at all levels of the organization
  • Ability to use data to drive decision-making and measure results, but also highly proficient in analyzing and articulating at an executive level
  • Must be a United States citizen
  • Ability to obtain and maintain a Department of Defense security clearance

  • Be able to travel approximately 35% of the time to support several customer locations in the continental US, and possibly abroad.
Work authorization/security clearance requirements
  • Ability to obtain and maintain a Department of Defense security clearance
Physical Demands/Work Environment
  • Must be able to work in office conditions (on-site) for normal workdays, sitting for long periods
Additional Notes

Ideal candidate will be an experienced Project/Program Manager with recent military/contract/SOF background and a current security clearance that can manage several projects and programs simultaneously with little supervision and be able to deliver maximum results with limited time and resources. Candidate must thrive in a growing and dynamic environment and be willing to learn and grow.
