We are currently seeking a skilled IT Subject Matter Expert III for our VA IT Modernization Tool Suite (MTS) program.

To ensure the secure, reliable, and compliant operation of VA's diverse IT toolset within the Modernization Tool Suite (MTS), a dedicated Systems Administrator is essential. This role will oversee the management, configuration, patching, and security of cloud-based and on-premises systems, including Microsoft 365, Active Directory, SharePoint, and custom applications. The Systems Administrator will execute regular updates, monitor security patches, manage risk assessments, and support incident response activities-all critical for maintaining VA's cybersecurity posture, licensing compliance, and system interoperability across the enterprise. Their expertise will be vital in supporting continuous system operations, securing sensitive data, and enabling seamless integration of emerging technologies within VA's evolving IT environment.



Essential Functions and Job Responsibilities

The IT Subject Matter Expert III will serve as a senior technical leader and strategic advisor supporting VA's IT Modernization Tool Suite (MTS). This role involves guiding complex system architecture, integration initiatives, and security frameworks, ensuring alignment with VA and federal industry best practices. The SME III will provide expert-level support for enterprise-wide automation, security, compliance, and modernization efforts, working closely with project teams, vendors, and VA leadership to develop innovative solutions that optimize system performance, security, and scalability.

    Strategic Technical Leadership:
    Lead large-scale system design, deployment, and integration of MTS tools, providing authoritative guidance to project teams, vendors, and stakeholders to ensure solutions meet enterprise architecture, security, and compliance standards.
  • Advanced Security & Compliance Oversight:
    Oversee the implementation of security controls, risk mitigation strategies, and vulnerability management aligned with VA cybersecurity policies and federal standards such as FISMA, FedRAMP, and NIST 800-53.
  • Complex System & Data Architecture:
    Architect and support complex multi-platform environments, including cloud, on-premises, and hybrid solutions. Ensure applications and services are scalable, secure, and fit for enterprise deployment.
  • Innovation & Modernization:
    Drive innovation by evaluating emerging technologies, recommending integration models, and developing roadmaps for continuous modernization-aligned with VA's DevSecOps and enterprise goals.
  • Technical Solutions & Gap Analysis:
    Conduct in-depth analysis of existing systems, identify gaps, and develop comprehensive technical strategies, including automation, CI/CD pipelines, and infrastructure as code (IaC).
  • Policy & Standards Development:
    Develop and review policies, standards, and best practices for security, architecture, integration, and automation, ensuring compliance with VA policies and government regulations.
  • Mentorship & Knowledge Transfer:
    Mentor junior and mid-level staff, facilitate technical training, and codify best practices. Lead technical reviews, audits, and capacity planning.


Minimum Requirements

  • Extensive experience (typically 10+ years) supporting large, complex enterprise IT environments, with a proven track record leading strategic architecture and integration initiatives.
  • Deep expertise in cloud architecture, cybersecurity, automation, and DevSecOps best practices.
  • Demonstrated success in designing, implementing, and maintaining secure, scalable, and compliant systems at an enterprise level.
  • Strong leadership, strategic thinking, and stakeholder management skills.
  • Excellent communication skills to engage technical audiences and executive stakeholders alike.
