Compensation Grade: P20Compensation Details: Minimum: $73,627.00 - Maximum: $73,627.00 AnnuallyDepartment (OPH) CCH - Division of Chronic Disease PreventionJob Description: Responsibilities The Bureau of Chronic Disease Evaluation and Research (BCDER) conducts population health surveillance, program evaluation and performance measurement for Division of Chronic Disease Prevention programs and others throughout the Department of Health. Health Research, Inc. is seeking an Evaluation Specialist II to work within the Bureau of Chronic Disease Evaluation and Research to support evaluation and performance measurement activities for the Department's Cardiovascular Disease and Stroke and Diabetes Programs. This position will work closely with internal program partners and external partners and coordinate evaluation, performance measurement and reporting requirements for a variety of cardiovascular disease, stroke and diabetes prevention and control interventions. The incumbent will collaborate with the project team to develop and conduct quantitative and qualitative program evaluation projects; maintain and coordinate contractor reporting through a web-based performance measurement system; perform data management activities which will include collecting, organizing, storing and maintaining data to ensure data are accessible and can be used to support performance measurement and program evaluation projects; and perform other appropriate related duties, as assigned. Performance measurement and program evaluation activities will include working with disparate populations and data and include engaging members of priority communities in evaluation planning. Minimum Qualifications Bachelor's degree in a related field and two years of experience in the evaluation and/or analysis of health, human services or related programs and/or fields; OR an Associate's degree in a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of such experience. Preferred Qualifications Experience in the design and implementation of program evaluations, utilizing qualitative and/or quantitative evaluation methods. Experience interpreting, analyzing, and reporting data to evaluate health or human service programs. Experience in the design and implementation of performance measurement. Experience conducting trainings and providing technical assistance. Familiarity with issues surrounding chronic disease prevention and management. Knowledge of computer software packages such as Microsoft Excel, SAS or SPSS, NVivo, Tableau and/or ArcGIS. Demonstrated excellent written and oral communications skills. Demonstrated ability to work with a varied group of partners. Experience working with disparate populations and associated data. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. Travel, 10% of the time, will be required. The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.
