Genesys Engineering, P.C., a subsidiary of Willdan has created a new Clean Energy and Infrastructure Market Analyst position to support its energy and infrastructure practice through market research, policy analysis, and strategic planning in the clean energy sector. This role will help shape Willdan's engagement with public-sector clients by identifying trends, tracking procurement activity, and supporting technical proposal development. This position reports directly to Steve Joern, the Operating Unit's President.

The ideal candidate will possess a strong foundation in energy and environmental policy, public-sector engagement, and technical writing. The position requires strong communication and organizational skills, as well as the ability to collaborate across departments and disciplines.

Essential Duties and Responsibilities

  • Market and Policy Intelligence
    • Monitor federal, state, and municipal clean energy policy developments, funding mechanisms, and regulatory trends.
    • Track agency priorities, infrastructure goals, and procurement patterns to inform Willdan's go-to-market strategies.
    • Maintain a database of opportunities, deadlines, and competitive intelligence across Willdan's public-sector business lines.
  • Strategy and Program Development
    • Support strategic planning efforts for public and private sector market expansion across engineering, energy, construction and commissioning services.
    • Identify partnership opportunities and teaming strategies with peer firms and mission-aligned institutions.
    • Analyze proposal performance and market engagement data to guide future resource allocation.
  • Proposal and Technical Writing
    • Draft responses to RFPs/RFQs, including project descriptions, management plans, and capability statements.
    • Collaborate with Genesys team members to develop content for technical approaches, schedules, and staffing plans.
    • Ensure submission packages meet client compliance requirements and reflect Willdan's brand and capabilities.
  • Knowledge Management and Internal Coordination
    • Maintain and update a shared library of proposal materials, project experience summaries, and staff bios.
    • Coordinate with Willdan's corporate marketing team and other regional offices to align messaging and strategy.
    • Contribute to internal knowledge exchange by sharing market insights, proposal templates, and best practices.
  • External Engagement
    • Represent Willdan at regional energy and infrastructure events, including NYSERDA roundtables, ACEC, and industry conferences.
    • Build and maintain relationships with procurement officials, public agencies, and institutional clients.

Job Requirements / Qualifications

  • Graduate degree in Public Policy, Energy Systems, Environmental Science, Urban Planning, or a related field.
  • Strategic thinker with a passion for sustainability and infrastructure.
  • 1-3 years of relevant experience in public-sector strategy, energy policy, or infrastructure programs (internships and academic projects acceptable).
  • Excellent analytical and communication skills, with demonstrated ability in technical writing or grant/proposal development.
  • Proficient with Microsoft Office Suite; familiarity with Adobe InDesign or Canva is a plus.
  • Knowledge of public procurement processes in New York or similar markets is a strong advantage.
  • Highly organized and detail-oriented; able to manage multiple priorities simultaneously.
  • Collaborative and adaptable; able to work across technical and non-technical teams.
  • Self-directed and entrepreneurial, with a commitment to public impact.
