Job Title: Potable Water Operations Manager

Department: Utilities

Classification: Non-Exempt

Hiring Range: $49.78/hour - 56.01/hour

[Salary Range: $49.78/hour - $74.68/hour]

Position Summary: Performs professional duties for the water utility related to capital infrastructure programs, engineering, and operations consistent with the organization's values and mission statement. Provides technical direction in the safe operation, maintenance, and records of the City of Aspen's water treatment and distribution systems and performs supervisory duties consistent with the organization's values and mission statement.

Supervision Exercised and Received: Position works under the direct supervision of the Deputy Director of Utilities. Exercises direct supervision over Instrumentation Control Technician, Water Distribution Supervisor, and Water Treatment Supervisor.

Essential Job Functions:

Operations

* Operates and maintains a variety of water treatment and distribution system equipment, including pumps, motors, filtration systems, chemical feed systems, PRV/ARV vaults and components, and water quality analyzers.

* Uses SCADA to monitor system performance. Works with Water Distribution and/or Water Treatment Operators as necessary to make and/or recommend process adjustments based on system operations and data trends.

* Serves as backup treatment or distribution Operator in Responsible Charge (ORC), as needed.

* Manages water treatment and distribution systems, including oversight of treatment and distribution system, and relevant standards, specifications, and codes.

* Manages team effectively to coordinate distribution system repairs, maintenance, service taps, and other development or capital project-driven requests.

* Determines and directs action taken during emergency situations, in accordance with regulation and established policy, procedures, and guidelines.

* Provides support to the Raw Water group as requested or assigned.

* May act as Direct Administrative contact to Water Quality Control Division of the Colorado Department of Public Health and Environment.

* Works with management and staff to identify and develop water treatment and distribution specific standard operating procedures, practices and their implementation and review.

Project Management

* Advises on design, construction, and start-up of capital projects pertaining to the water treatment and the distribution system. Organizes staff effectively to collect and report data to inform data-driven decisions in the project design phase. Organizes staff effectively to assist Project Management team with planning, scheduling, coordinating, and managing associated projects. Acts as project management lead for operational-scale projects in functional area of expertise and as assigned by the Deputy Director of Utilities.

* Advises the Engineering Department on Land Use and Development Review permit projects which affect the water distribution system and/or require compliance with Water Distribution Standards.

* In coordination with the Project Management team, oversees the implementation of maintenance and capital improvement projects and programs for the water utility which includes directing engineering studies, long-range infrastructure planning, establishing capital work programs, and all associated elements to ensure their successful completion. Allocates assigned resources and consulting services accordingly.

Technical Expertise

* Examines programs, procedures and infrastructure for effectiveness and reports finding and recommendations. Prepares, reviews, and presents staff reports including those for City Council meetings. Provides staff subject matter expert input and support to the City Land Planning and Permitting functions.

* Serves as a technical resource for water treatment facility operations and water distribution system operations, including pump stations and tanks. Continuously monitor, troubleshoot, and evaluate technical performance of equipment and processes pertaining to water treatment and distribution systems.

* Assists the Deputy Director in the development and implementation of departmental policies, goals, objectives, procedures, and priorities for water distribution, water treatment, and telemetry/instrumentation.

Communication

* Responds to utility related citizen inquiries and proactively represents the department to elected officials, outside agencies and other departments. Provides Deputy Director with support and staff resources as requested.

* Provides clear, honest communication during times of transition or emergencies with clarity and empathy.

* Interprets strategy communicated from the Deputy Director of Utilities and/or Director of Utilities into actional plans within work groups.

* Acts as a liaison between work groups, other City departments, and Utilities Department leadership.

Supervision

* Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing, and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions, and encouraging training and development.

* Motivates employees to perform to the best of their abilities, provides timely employee job performance evaluation and feedback, and initiate recognition and disciplinary procedures where appropriate.

* Plans, schedules, prioritizes, and supervises the safe operation and maintenance functions to ensure reliable water service.

* Creates and fosters a collaborative working environment between functional work groups.

* Encourages employees to develop entrepreneurial and innovative ideas for water treatment and distribution system operation and maintenance.

Budget/Financial Management

* Assists the Deputy Utilities Director in developing capital and operating budget work program and outcome measures for the water treatment and distribution systems. Provides input for short- and long-term capital program needs. Projects, forecasts, estimates, and reviews expenditures for water distribution and treatment operations, including fund forecast for staffing, equipment, materials, and supplies. Contributes to the preparation of water rates, fees, and charges.

* Works with City staff to solicit proposals, create vendor contracts, open requisitions and purchase orders, and review/approve invoices from contractors and vendors that provide services to the Utility Department.

Regulatory Compliance

* Oversees monitoring and regulatory compliance programs; ensures compliance with the federal Safe Drinking Water Act and all rules within Colorado Regulation 11. Maintain accurate records and reports to support compliance and process optimization efforts.

* Works with staff to maintain pertinent records and maps for the water distribution system, including daily and monthly reports of work performed. Prepares related specialized reports as needed. Updates and maintains water system maps and records.

* Works with staff to maintain pertinent records of water distribution system commissioning and testing, including chlorination/bacteriological, hydrostatic/leakage, and other tests as required under City Code and Standards.

Minimum Requirements:

Education: Bachelor's Degree in Environmental Science, Biology, Engineering, or a related field.

Experience: Six years of progressively responsible professional experience in water utility operations, or related experience including five years of supervisory responsibility. Experience or education in water treatment and distribution systems. Familiar with policies, procedures, rules, and regulations pertaining to water treatment and water distribution system operations (e.g., Federal Safe Drinking Water Act, Colorado Regulation 100, and all Rules within Colorado Regulation 11).

Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms and building/utilizing historian reporting queries. Proven technical writing experience. Must be capable of communicating complex information both orally and in writing.

Licenses & Certifications: Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date. State of Colorado Certified Water Professional Water A and Water Distribution IV license preferred, or the ability to obtain licensure within the first two (2) years of employment.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.

Preferred Candidate: Master's Degree in related field, Project Management Professional (PMP), and/or Certified Water Professional (Water Treatment and/or Water Distribution).

NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.

Position Type and Work Hours:

* Regular full time, hours may vary with workload.

* Evenings/Weekends will frequently be required in addition to or instead of normal hours. Must be available by cell phone for emergencies related to utility operations.

* Must be willing to work on-call shifts in a seven-day rotation.

* Compensation for on-call and call back hours worked on weekends or in support of on-call will be straight time compensation using credit hours.
