Posting Summary
Rutgers, The State University of New Jersey is seeking a Vice Chancellor, Strategic Integration Initiatives within the RBHS Office of the Senior Vice Chancellor for Finance and Budget.

The Vice Chancellor - Strategic Integration Initiatives (VC- SII) will have primary responsibility, under the direction of the Senior Vice Chancellor for Finance and Administration, Rutgers Health ( SVCFA RH), as well as the COO and the CFO of the RWJBH/Rutgers new combined medical group, to provide financial oversight and direction with respect to operationalizing the Integrated Practice Agreement ( IPA) between RWJBH and Rutgers.

For RWJMS, CINJ and NJMS, the VC- SII will coordinate with the schools/center and provide guidance regarding the financial analysis of mission-based financial statements and department/division-level income statements as it relates to the funds flow between the health system and Rutgers. The VC- SII will liaise with clinical enterprise leadership of the two entities to ensure a smooth transition toward the integration in terms of operations and financial oversight.
In collaboration with the Senior Vice Chancellor for Finance and Administration, the VC- SII will oversee all financial activities within Rutgers Health. The VC- SII will also participate in strategic planning, programming, and implementation to ensure an integrated, effective, and market competitive business and financial strategy for Rutgers Health. Additionally, the VC- SII will lead financial due diligence, risk assessment and valuation.

Among the key duties for this position are the following:

  • Provide financial oversight and direction with respect to operationalizing the Integrated Practice Agreement (IPA) between RWJBH and Rutgers.
  • Coordinate with RWJMS, CINJ and NJMS and provide guidance regarding the financial analysis of mission-based financial statements and department/division-level income statements as it relates to the funds flow between the health system and Rutgers.
  • Oversee both RWJMS and NJMS affiliate billing and its impact on the funds flow.
  • Liaise with Rutgers Comptroller's Office, Treasurer's Office and other offices to understand and provide direction on funds flow and accounting of financial assets.
  • Work with the Office of Human Resources to provide direction and coordinate work flow among Rutgers employees to align with the Combined Medical Group in providing services to the clinical enterprise.
  • Provide financial leadership and management in establishing newly created policies and procedures governing the integrated relationship.
  • Oversee the collection and validation of financial data transferred between the entities and related to the partnership. This includes variance explanations and making recommendations for adjustments as necessary.
  • The individual will be instrumental in designing, implementing and monitoring reimbursement methodologies and procedures to support the academic health system's vision. Given the role of the medical schools and chairs, the focus will cross the tripartite mission of the affiliation: education; research; and clinical.
  • Oversee all other financial aspects of Rutgers Health.

Minimum Education and Experience


  • MBA or Master's degree in related field required, along with 15 years of experience in clinical operations within an academic medical setting and extensive financial experience.
  • Demonstrated track record in overseeing the financial and business operations of a university health center or school of medicine.
  • Experience with responsibility centered management in a complex academic environment.
  • Knowledge of and demonstrated success in implementing finance, accounting, budgeting, and cost control principles.
  • An understanding of and successful experience with healthcare, academic, and/or research funding at local and national levels.
  • Outstanding human relations and leadership skills, and the ability to function in a team environment are required.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Strategic thinking with a vision and understanding of academic medical centers.
  • Outstanding financial analysis and modeling skills required, including variance analysis, financial statement analysis, and the ability to design and prepare detailed financial reports and analyses. Relevant experience working with restricted and unrestricted funds is important.
  • Demonstrated track record of incorporating best practices, optimizing reports, and implementing software tools and systems.
  • Capacity and/or proven track record of recruiting, managing, and empowering staff members. An accessible and flexible manager of people is needed.
  • A self-starter with a well-developed aptitude for quantitative analysis capable of working with minimal oversight to solve a problem or meet a need.
  • Ability to work well with a wide variety of individuals, including faculty, administrators, and other professionals.
  • Must possess strong communication and presentation skills with the ability to explain complex financial information to varied audiences.
