THE POSITION

The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for an LCB Licensing Specialist in our Bureau of Licensing, Administrative and Divergent Licensee Affairs Division. This advanced, analytical work involves reviewing a variety of documents, licensing action requests, and legal correspondence and criteria governing licensed establishments as part of the Nuisance Bar Program. DESCRIPTION OF WORK

As a Licensing Specialist, your crystal-clear communication and thorough, timely analysis will help our team accurately identify Nuisance Bars and determine the appropriate course of action in each establishment's case. This includes seeking the input and partnership of local communities, law enforcement partners, and government authorities and is essential for helping to facilitate PLCB's refusal of license renewal when a licensee has shown a pattern of violations or conduct that threaten the health and safety of the local community .You will be responsible for the examination of applications, supporting documents, and fees for the various types of licenses and permits processed in the Bureau of Licensing to determine their correct execution, and eligibility of the individual applicant or entity and the premises to be licensed for the license or permit, as set forth in the application documents.

Our team will rely on you to determine the acceptability of legal documents under the Controlled Substance Act; review, prepare written responses to, and analyze applications, correspondence, and reports; prepare written case summaries; and process cases to final conclusion within established time frames. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to four days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience as an LCB Licensing Technician 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of clerical, administrative, or para-professional experience supporting a legal, licensing, or other regulatory program requiring the application of statutes, program policies, and industry regulations, and graduation from high school; or
  • Any equivalent combination of experience and training.

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
