THE POSITION

Washington County's Land Use & Transportation (LUT) Department is now hiring a Right-of-Way Agent I!
The Position
The Right-of-Way Agent I position performs technical support tasks related to the acquisition and relocation assignments needed to construct county roadway and other public improvement projects. Including providing public and internal staff support, maintaining and organizing records, preparing Board agendas, and assisting with acquisition tasks. The position supports the efficient operation of the right-of-way section, division and department ensuring that all tasks are completed in compliance with federal, state and local laws, rules, and regulations while meeting overall project schedule and budget goals in a timely, professional, and accurate manner.

The ideal candidate is someone who is:
  • A team-focused individual who can learn to intuitively follow project tasks, direction and guidance from ROW team leads.
  • Enthusiastic about working with the ROW acquisition team to determine project next steps, provide needed resources and deliver quality communication and project deliverables.
  • Familiar with transportation construction projects (or closely related types of construction), eminent domain (condemnation) procedures and able to read construction plan drawings.
  • Proficient in Microsoft products, particularly Word, advanced word functions, Excel, as well as Adobe.
  • Able to organize and dependably track acquisition files, professional service work orders, bids and invoicing for title, appraisal and acquisition/relocation services.
  • A great communicator that can successfully interact with a wide range of people that includes residents, agencies, elected officials, as well as internal employees.

MINIMUM QUALIFICATIONS

Education and Experience:

  • High school diploma or GED equivalent; AND One (1) year of experience in right-of-way related work which includes any combination of real estate appraisal, property law, acquisition/negotiation, property management, title examination, condemnation, or other closely related experience.
Additional Requirements
  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record.
  • Must become Notary Public within 6 months of appointment.

Selection Process

  5. Reference Checks: The hiring manager will conduct reference checks on the top candidate.
  6. Salary Analysis & Conditional Offer: Human Resources will conduct a salary analysis for the successful candidate(s) and extend a conditional offer of appointment.
  7. Post-Offer Checks: Human Resources will conduct any required backgrounds or driving records (if the position requires them)
  8. Start Date:A start date will be determined after all conditions of employment have been met.
