THE POSITION

The Engineering, Traffic and Survey (ETS) Department of Land Use & Transportation is recruiting for the position of Senior Information Systems Analyst (ISA).
The Position
The Senior Information Systems Analyst (ISA) is responsible for many tasks within the division related to advanced level professional systems and data analysis to support the business functions of the County's Traffic Operations Center (TOC). The Senior ISA assesses business needs, defines requirements, and identifies solutions through commercial off-the-shelf offerings, hosted systems, or custom new system design and develops specifications and procedures for programming, testing, installing, and maintaining new or modified applications. They also develop complex queries and perform database administration of complex structures, including developing and using procedures for normal maintenance and recovery of databases and all current data. Other duties include, but are not limited to:
- conducting research on new software and network management systems
- performing compatibility studies and cost-benefit analysis for computer system requirements
- developing system requirement documents and design specifications
- developing operational procedures and performance criteria for technical systems and software
- application programming and database management
- maintaining licensing coverage and compliance of software systems
- establishing and enforcing security guidelines
- maintaining data recovery and data archiving processes.
Ideal Candidate
The Senior Information Systems Analyst (ISA) candidates should have experience in the principles and practices of software application programming, database management, and data security, integrity and backup. They should be familiar with database tools for administering and monitoring a network and troubleshooting database issues and communication outages. The ideal candidate would also have experience in maintaining networking software and hardware in a ruggedized environment and be familiar with the software tools and databases utilized in a typical Traffic Operations Center network.
The Senior ISA will also possess excellent communication skills both verbally and written. Applicants must be able to work independently or as part of a team. They must be able to problem solve and look for opportunities for improving processes, workflows, and network system redundancy. They must also be comfortable working in an office setting or outside and with a diverse group of stakeholders including engineers, electricians, contractors, other government agencies, and the public.

MINIMUM QUALIFICATIONS

Education and Experience:
- A Bachelor's Degree in computer science, business administration, or related field; AND four (4) years of experience providing professional level information technology analysis and support; OR
- An Associate's Degree in computer science, business administration, or related field; AND six (6) years of experience providing professional level information technology analysis and support; OR
- Eight (8) years of experience providing professional level information technology analysis and support.
