Hill International is seeking a Program Controls Director in Phoenix, Arizona



  • Plans, organizes, controls, integrates and evaluates the work of assigned Client Programs/Projects to ensure that delivery of services comply with the contractual obligations defined by contract and industry standards
  • Manage major Aviation Programs and Project Teams to successfully implement and deliver assigned Consulting, Planning, and Program/Project Management assignments
  • Plans and evaluates performance of assigned directors, managers and staff. In concert with Human Resources:

    • Establishes performance requirements and personal development targets
    • Develops positions and descriptions for assignments associated with project specific assignments
    • Directs project staffing and personnel recruiting to meet client expectations and drive customer satisfaction
    • Regularly monitors performance and provides coaching for performance improvement and development
    • Provides compensation and other rewards to recognize performance
    • Takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Hill's Human Resources Standards and Procedures and labor contract provisions where applicable

  • Monitors Hill's Client Project Assignments to ensure:

    • Program/Projects assignments are carried out per contractual and industry Standards
    • Program/Project financial results meet both Client and Hill contractual expectations
    • Program/Project delivery schedules adhere to client contractual requirements

  • Assess staffing abilities and identify the immediate and long range strategic hires necessary to achieve company goals
  • Understand the existing staffing resources and prepare plan to ensure industry leading staffing
  • Support recruiting and management of project staff
  • Utilize existing Hill Intl training initiatives and adjust to align with the needs of the aviation industry, including development of additional curriculum to insure aviation staff competencies
  • Provide project management and construction management services and guidance for aviation specific buildings and airport facility projects. The services and guidance may include development, rehabilitation and expansion, technical and regulatory services or other requested advisory
  • Ensure Program/Project assignment is carried out per contractual requirements and industry Standards
  • Develop and implement Project Management and Delivery Plans (project Governance)

    • Project Organization Chart and responsibilities
    • Project Schedule
    • Project Budget
    • KPIs
    • Communications Plan
    • Stakeholder Management Plan
    • Document Control Plan
    • Risk Plan/Matrix
    • Change/Claims Management Plan
    • Design Management Plan
    • Construction Management Plan
    • Permit Management Plan
    • Safety Plan
    • QAQC Plan

  • Ensure Program/Project is managed in accordance with agreed upon governance plan and meets/exceeds Client expectations

    • Program/Project financial results meet or exceed Client expectations
    • Program/Project delivery schedules adhere to client contractual requirements
    • QA/QC Program assures compliance with technical design requirements
    • Project is conducted in a safe manner

  • Serve as Hill's primary day-to-day Client contact for communicating Program/Project information including but not limited to:

    • Weekly and monthly Client project status documentation as defined by contract including:

      • Scope Update, identify material changes:
      • Schedule update with variance analysis and methods to cure
      • Budget update, Change and Claims management with variance analysis
      • Risk Management
      • QAQC report
      • Safety Report

    • Review and approve over all Client Written Communications Plan and monitor all client or stakeholder communications
    • Document Control
    • Communications Plan
    • Client' contractors (Designer and Contractor) written communication plan

  • Maintain and monitor Hill project budgets for client services to ensure effort of services are commensurate with contract obligations and met Hill financial objectives

    • Review and approve weekly timesheet and expenses for assigned Hill staff and subcontractors
    • Review and approve subcontractor work scopes, level of effort, and invoices for work performed
    • Review and approve monthly invoice to Client

  • Identify, document, and inform Hill Aviation and Regional Operations Management of any scope changes and claims by owner/client that may impact Hill's contractual agreement, schedule and fee
  • Prepare and submit Hill Fee Request Changes to Client and negotiate any increase or decrease to Hill scope of service, fee, and schedule (With Hill Intl Legal and Operations approval)


  • Bachelor's degree in Architecture, Civil Engineering, Architectural Engineering or Construction Management, or requisite experience and/or degrees in aviation related study
  • Minimum 10/15 years program and construction management experience in aviation facility projects for state, local, federal and/or commercial clients, specifically in key role with both technical and management responsibilities
  • Possess experience in airport and airline operations, industry relationships and comprehend the regulatory, construction, and operational airport environment
  • Proven track-record successfully managing and delivery major aviation projects in excess of $50M dollars and Multi-project aviation programs in excess of $350M constructed value
  • Excellent technical writing, verbal communication and presentation skills
